Dear Mr. Wentworth,

The U.S. Nuclear Regulatory Commission (NRC) plans to issue an amendment to Fermi 2 Nuclear Power Plant (Fermi 2) technical specifications (TS) in response to DTE Electric Companys proposed amendment request referenced below.

DTEs amendment request, dated December 6, 2019, is publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19340A088. It appears that a copy of the amendment request was also ccd by DTE to Michigan Department of Environment, Great Lakes, and Energy.

The proposed amendment would revise the Fermi 2 TS 3.6.4.1, Secondary Containment Surveillance Requirements. Specifically, the proposed amendment requests revision to surveillance requirements (SRs) 3.6.4.1.1 and 3.6.4.1.3, and an administrative change to SR 3.6.4.1.5. The NRC had issued a proposed finding that the amendment involves no significant hazards consideration on February 11, 2020 (85 FR 28779).

Please let me know if the Michigan State has any comments on this proposed amendment by October 2, 2020.
