==Dear Mr.      Grier:==

This letter serves to confirm information provided by telephone to NRC Inspector Mr. L. Narrow by Mr. A. R. Sabol of PPGL on September 24, 1980.
During that conversation Mr. Narrow was advised that the subject condition was under evaluation for reportabi3.ity under the provisions of 10CFR50.55(e).
Loose contact modules were found on some GE type CR2940 selector switches                                at other- nuclear power facilitiesr, therefore, a sampling plan was initiated                              to determine        if a    similar problem existed at the SSES. Construction was                    instructed to inspect at least 80 CR2940 selector switches and pushbuttons, both Class 1E and non-Class 1E, on at least 13 different pieces of equipment.                              Construction was given a listing of 78 pieces of equipment with              approximately                750 selector switches and pushbuttons installed on them.
A  total of        17    switches and pushbuttons (14 on Unit 2 and 3 on common equip-ment) were identified with loose contact module mounting screws out of 231 switches inspected in 16 pieces of equipment (3 for Unit 1, 4 for Unit 2 and 9 for common equipment).
The    switches with loose contact modules are as follows:

In letter BLTG-467 dated September 29, 1980, General Electric was requested to furnish the following information:
: l. The proper procedure for tightening the screws or nuts holding            the certi-loose contact blocks to prevent voiding the product quality fication for Class lE selector switches and pushbuttons, and
: 2. any special requirements for both Class lE and non-Class lE selector switches and pushbuttons, i.e., torque, use of "locktite", etc.
Via a subsequent telephone      call  and letter,  GE was requested  to supply the following information:
: 1. The reason    for the loose contact    modules
: 2. An  explanation of what Bechtel QC observed to be insufficiently long mounting screws used to secure the contact modules to the switch frames.
These apparently shorter than adequate screws do not permit the end of the screw to extend beyond the surface of the mounting frame.
It has  been concluded    that there may be some switches with loose contact modules in safety    related  circuits and that these contact modules could come loose  if  not repaired.
Bechtel Construction    will check additional    CR2940  switches and pushbuttons and an  analysis  of all the circuits having    Class lE switches with loose contact modules    will be completed.
Based on    the location of such switches in safety related'circuits, Bechtel Project Engineering has concluded that this is potentially reportable under 10CFR50.55(e)    .
Further, since the details of this report provide information relevant to the reporting requirements of 10CFR21, this correspondence is considered to also discharge any formal responsibility PPGL may have for reporting in compliance thereto.

Mr. Boyce H. Grier                                      October 28, 1980 We  expect to provide a final report on the deficiency  and the corrective action taken in January, 1981.

Mr. Boyce H. Grier Director, Region I U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406 SUSQUEHANNA STEAM ELECTRIC STATION INTERIM REPORT OF A POTENTIAL REPORTABLE DEFICIENCY GE TYPE CR2940 SWITCHES ERs 100450/100508 FILE 840-4/900-10 PLA-565

Dear Mr. Grier:

Switch Panel Loc. Classification HS-24323B2 2C201A Class 1E II HS-25020B HS-27630A 2C681 HS-27630B HS-27661A HS-27661B HS-27665B HS-27666C IPI 3 PENNSYLVANIA POWER 8 LIGHT COMPANY 80 ILT 0 V 0'/uP gt 0

Mr. Boyce H. Grier October 28, 1980 Switch Panel Loc. Classification HS-27761A

'HS-21131A 2C694 HS-21131B HS-21137A HS-21138A HS-21140B Annun. Test (547) OC673 Non-Class lE Spare (555)

Spare (595)

In letter BLTG-467 dated September 29, 1980, General Electric was requested to furnish the following information:

l. The proper procedure for tightening the screws or nuts holding the certi-loose contact blocks to prevent voiding the product quality fication for Class lE selector switches and pushbuttons, and
2. any special requirements for both Class lE and non-Class lE selector switches and pushbuttons, i.e., torque, use of "locktite", etc.

Via a subsequent telephone call and letter, GE was requested to supply the following information:

1. The reason for the loose contact modules

Very truly yours, g2/7c~~~
