Dear Sirs:

By memorandum dated December 7, 1978, the United States Department of the Interior's Office of Environmental Project Review requested that U. . Fish and Wildlife Service personnel review Amendment 1 to the envirc.unental report for the South Texas Project and provide comments to your office.

The amendment was reviewed and found to be adequate. However, we wish to reiterate our previou.; comments on the environmental report. They are:

1. We would like to receive copies of the reports for the various monitoring studies required on the fish and wildlife resources of the project area. After all, as the government agency charged with overseeing the nation's fish and wildlife resources we cannot make effective and/or appropriate comments without this moni-toring information.
2. A study should be designed to monitor the aquatic biota especially the fisheries as it develops in the cooling pond. This study should test the applicant's hypothesis that a viable fisheries will not develop. 3. A monitoring study to evaluate the effect of the project on waterfowl should also be developed. The study should be designed to answer such questions as: Will these short-stop migration patterns act as a sanctuary during hunting seasons, provide a gathering area to initiate or aid in spreading waterfowl diseases.
