Dear Mr. Noonan:
As required under Section 309 of the Clean Air Act, the Environmental Protection Agency is currently reviewing your agency's Draf t Environmental Impact Statement for the proposed operation of South Texas Project, Units 1 and 2.
We understand that the review period ends on May 19, 1986. However, we believe that a full National Environmental Policy Act (NEPA) assessment of your proposed action must include a review of the detailed descriptions and NRC staff evaluations contained in the Safety Evaluation Report (SER).
Since receipt of the SER occurred during the last week of the established 45 day EIS review period, we do not have sufficient time to conduct a complete and comprehensive assessment and meet the May 19th deadline.
Therefore, we propose an extention of the comment period to June 23, 1986.
We hope this delay has not inconvenienced you; however, the additional time is warranted to assure that environmental mandates are being adequately met by your project.
