In its letter of January 26, 1979, Applicant asserts it need not serve copies of correspondence to the Staff' which are not relevant to the proceeding.              It specifically defends, on the basis of lack of relevance, the failure to serve a copy of a letter sent to the applicant by.the Administrator of EPA and subsequently sent to the Staff by the applicant (which letter was deemed sufficiently relevant that both the Staff and Applicant attached it to brief.s filed with the ASLAB) and the failure to serve a copy of a letter describing its schedule for-responding to    ~
