OF JANUARY 8, 2014, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT, UNIT 2 On January 8, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was for TVA to present the status of construction and licensing efforts for the Watts Bar Nuclear Plant (WBN), Unit 2 project. The meeting notice and agenda, dated December 19, 2013, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML13352A433. A list of participants is enclosed.
TVA made a presentation to the NRC staff (ADAMS Accession No. ML14015A496), which covered the following topics: construction completion status, licensing path forward, dual unit operation, hydrology, startup testing, Fukushima, inspection planning and scheduling (IP&S) status, waste confidence, and emergent regulation. Throughout the presentation the NRC staff asked clarifying questions, with a focus on understanding TVA's schedule and those activities that could impact the overall project schedule, including preoperation and startup testing preparation and coordination, Fukushima actions, and improvements made to support Region II in closing out IP&S items. Related to IP&S items, the NRC staff stated that continued communication with Region II on the status of IP&S items is necessary to ensure timely closure of the remaining items. In addition, the NRC staff stated that to minimize an impact to the schedule, an effort should be made to close IP&S items earlier rather than at the end of the project if they are not tied to a specific milestone. TVA stated that they had begun looking at such IP&S items and would work with Region II to identify those which can be moved up in the schedule.
No regulatory decisions were made at the meeting. A member of the public was in attendance via teleconference. No Public Meeting Feedback forms were received.
