By letter dated October 15, 2015, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15294A072), Dominion Energy Kewaunee, Inc. (DEK, the licensee) proposed changes to the Kewaunee Power Station (KPS) Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan and removal of the Cyber Security requirements from the Operating License. DEK supplemented this request with letters dated October 27, 2015, (ML15302A402) and November 16, 2016, (ML16323A193).
DEK indicated that the revised Plan will supersede the current KPS Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan once all spent fuel has been transferred to the KPS Independent Spent Fuel Storage Installation.
The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review (ADAMS Accession No. ML17031A289) of the DEK submittal. For the reasons set forth in the attached safety evaluation report (SER), the staff has determined that DEKs proposed changes, as outlined in the letters referenced above, are acceptable. This SER contains safeguards information and will not be made publicly available. As a result of the review, NRC has issued the enclosed Amendment No. 219 to Facility Operating License No. DPR-43 for the KPS.
 
D. Heacock                                          In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
