Thank you for your letter of August 30, 2011, in which you invited the NRC to attend a special City Council meeting on September 27, 2011, at the San Clemente Community Center Auditorium. At this time, I am planning to attend the meeting, with Victor Dricks, our Senior Public Affairs Officer, and Greg Warnick, Senior Resident Inspector at the San Onofre Nuclear Generating Station.
We are pleased to accept your invitation provided four issues can be addressed. We look forward to inform the City Council, and members of the public of our role in ensuring safety at San Onofre Nuclear Generating Station (SONGS), the inspection results for SONGS from the performance of Temporary Instruction (TI) 2515/183, follow-up to Fukushima Dai-ichi Nuclear Station Fuel Damage Event, and more broadly the results of the NRC Near-Term Task Force and NRC actions related to follow-up to the Fukushima Dai-ichi Nuclear Station Reactor Accident.
To that end, we request the following considerations in your planning for the September 27, 2011 special city council meeting:
: 1. We would like to have a better defined scope of our participation in your meeting. Your proposal of an open-ended meeting with no prescribed time to adjourn presents some challenges to NRC participants who will travel to attend. Accordingly, we request that you schedule NRCs participation to occur at the meetings beginning and add a break to the schedule at 9:30 p.m. so that NRC participants may depart at that time.
: 2. Please provide questions from the City Council and the public to us at least 2 weeks prior to the meeting date. This will allow us to better prepare a more focused presentation that will be responsive and efficient.
: 3. In paragraph 4 of your letter you note that questions will be asked by the Council of the presenters following conclusion of all the presentations. In keeping with our prior phone conversation of August 12th, we ask that Council ask their questions following each presentation to ensure temporal separation of the presentations and the presenters responses.
G. Scarborough                                    4. During the public comment and question period we understand that all questions will be directed to the Council. We understand that it may be appropriate for the Council to redirect questions to the presenters including the NRC. However, we ask that the Council ensure the public is aware of the scope of the meeting and that questions asked should be limited to those topics.
If you or your fellow council members have specific questions concerning these requests, please contact Mr. Bill Maier, our State Liaison Officer, at 817 860-8267.
