BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 - ACCEPTANCE OF REQUESTED LICENSING ACTION RE: AM ENDMENT (TAC NOS. The proposed license amendment would change Technical Specification (TS) 3.6.1.3, "Primary Containment Isolation Valves (PCIVs)" to reduce the individual and total leakage rate through main steam isolation valves (MSIVs)."  This proposed change would make the current passive Secondary Alternative Leakage Treatment (ALT) Pathway be the primary pathway and decrease the leakage rates from 100 standard cubic feet per hour (scfh) per valve to 60scfh for individual MSIVs and combined leakage rates for all four main steam lines from 150scfh to 85scfh.

The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this request.
