State Consultation: Request for Comments on Amendments to Browns Ferry, Sequoyah and Watts Bar Operating Licenses (EPID L-2022-LLA-0100)

Dear Ms. Coan,

The U.S. Nuclear Regulatory Commission (NRC) is finalizing license amendments for Browns Ferry Nuclear Plant, Units 1, 2, and 3, Sequoyah Nuclear Plant, Units 1 & 2 and Watts Bar Nuclear Plant, Units 1 and 2. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments.

Please reply within 1 week if the State of Alabama has comments on the following licensing action submitted to the NRC by Tennessee Valley Authority (the licensee): Application to Revise Technical Specifications to Adopt TSTF-554-A, Revision 1, "Revise Reactor Coolant Leakage Requirements" dated July 13, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22196A366). The proposed changes would revise each plants technical specification definition of Leakage, clarify the requirements when pressure boundary leakage is detected, and add a Required Action when pressure boundary leakage is identified..

The associated proposed no significant hazards consideration for these amendment requests was published in the Federal Register on September 6, 2022 (87 FR 23274).
