CORRECTION: Acceptance Review Results for the Browns Ferry, Sequoyah, and Watts Bar License Amendment Request to Revise TS 5.4.1 or 5.7.1 (L-2024-LLA-0039)

Dear Stuart Rymer:

Please note the correction to the Browns Ferry Unit numbers below. The correction is identified in bold red text. I apologize for this error.

By letter dated April 1, 2024 (Agencywide Documents Access and Management System Accession No. ML24093A047), Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) for the Browns Ferry Nuclear Plant, Units 1, 2, and 3 (Browns Ferry),

Sequoyah Nuclear Plant, Units 1 and 2 (Sequoyah), and Watts Bar Nuclear Plant, Units 1 and 2 (Watts Bar). The proposed amendments would revise Browns Ferry and Sequoyah Technical Specification (TS) 5.4.1 and Watts Bar TS 5.7.1 to remove the revision number for Regulatory Guide 1.33 and replace it with a reference to the revision specified in the TVA Nuclear Quality Assurance Plan. TVA also requested review and approval of a revision to its Quality Assurance Program Description (QAPD). The U.S. Nuclear Regulatory Commission (NRC) staffs review of the QAPD will be handled via a separate effort.

The purpose of this email is to provide the results of the NRC staffs acceptance review of the proposed LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of applications regarding the technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed TVAs LAR and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendments in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

Based on the information provided in TVAs LAR, the NRC staff has estimated that this LAR will take approximately 90 hours0.00104 days
0.025 hours
1.488095e-4 weeks
3.4245e-5 months
to complete and that the review can be completed by December 31, 2024. This level of effort is not inclusive of the review of the QAPD revision. The estimates are based on the staffs initial review of the LAR. If there are emergent challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates will be communicated, during the routine interactions.

Sincerely, Kimberly Green, Senior Project Manager Plant Licensing Branch II-2 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
