Dear Mr. Eckermann:

By letter dated April 25, 2022 (ADAMS Accession No. ML22115A2335), Tennessee Valley Authority (TVA) requested relief from the requirements of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC),Section XI, examination requirements for Tables IWB-2500-1, Category B-D, IWC-2500-1, Categories C-A and C-B, and N-716-1, Category R-A for the Browns Ferry Nuclear Plant, Units 1, 2, and 3; Sequoyah Nuclear Plant, Units 1 and 2; and Watts Bar Nuclear Plant, Units 1 and 2. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of these relief requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Pursuant to Section 50.55a(g)(5)(iii) of Title 10 of the Code of Federal Regulations, if the licensee has determined that conformance with an ASME BPVC requirement is impractical for its facility, then it must notify the NRC and submit information to support the determinations.

Determinations of impracticality in accordance with this section must be based on the demonstrated limitations experienced when attempting to comply with the Code requirements during the Inservice inspection interval for which the request is being submitted.

The NRC staff has reviewed your requests and concluded that they do provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed requests in terms of regulatory requirements. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

Based on the information provided in TVAs submittal, the NRC staff has estimated that these relief requests will take approximately 165, 95, and 140 hours0.00162 days <br />0.0389 hours <br />2.314815e-4 weeks <br />5.327e-5 months <br /> to complete for Browns Ferry, Sequoyah, and Watts Bar, respectively, and that the reviews can be completed by May 25, 2023. These estimates are based on the staffs initial review of the requests and they could change, due to several factors including requests for additional information, and unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates will be communicated, during our routine interactions.
