UNIVERSITY OF CALIFORNIA, IRVINE - REQUEST FOR ADDITIONAL INFORMATION RE: REVIEW OF THE EMERGENY PLAN FOR LICENSE RENEWAL FOR THE UNIVERSITY OF CALIFORNIA, IRVINE NUCLEAR REACTOR FACILITY (TAC NO. ME1579)

Dear Dr. Gottfredson:

The U.S. Nuclear Regulatory Commission (NRC) is continuing its review of the University of California, Irvine (UCI, the licensee) application for the renewal of Facility Operating License No. R-116 for the UCI Nuclear Reactor Facility dated October 18, 1999 (a redacted version of the application is available on the NRCs public Web site at www.nrc.gov under Agencywide Documents Access and Management System Accession No. ML083110112), as supplemented.

The NRC staff review of your license renewal application includes a review of your current emergency plan, titled Emergency Plan for the University of California, Irvine Nuclear Reactor Facility, Revision 4.1, dated February-May 2013, submitted to the NRC via letter dated May 23, 2013. Our review identified five questions, which are provided in the enclosed request for additional information (RAI). Please provide your response to the enclosed RAI within 30 days from the date of this letter.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.30(b), you must execute your response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written communications.

Information included in your response that is considered sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding. Any information related to security should be submitted in accordance with 10 CFR 73.21, Protection of Safeguards Information:

RAI 1

The summary of the changes provides the following in reference to the elimination of Environmental Health and Safetys (EH&Ss) dedicated fully equipped vehicle:

Conclusion:

EH&S radiological staff continue to maintain equipment in a full state of readiness in their permanent facilities at a location apart from but less than 0.5 miles from the reactor facility. Vans are available for transport of the equipment to the facility.

What ensures the availability of these vans to respond to an event at the reactor site?

The summary of the changes provides the following in reference to the elimination of the EH&S Emergency Response Team:

Conclusion:

There are still sufficient trained personnel to respond to any conceivable emergency at the facility. A large back-up formal team was never seen as essential.

Describe the organization(s) that supply the personnel who replace the EH&S Emergency Response Team and what training they receive. Provide a description what training was previously given to personnel assigned to the EH&S Emergency Response Team.

In the Emergency Plan, Revision 4.0, Section 3.1, it states that UCI Student Health personnelreceived training in handling minor radioactive contamination. This statement was not included in Revision 4.1 or identified as a change to Revision 4.1. Please provide the following:

a. When was this change made?

b. What was the basis for this change?

c. Provide what training responders have for the handling of contaminated injured personnel.

In the Emergency Plan, Revision 3, Section 8.4, it states that Each EH&S staff member carries a portable radio. In Revisions 4.0 and 4.1, it states that During periods of extreme alert or pre-judged increased likelihood of an incident, radio communication equipment will be kept at the facility. Please provide the following:

a. When was this change made?

b. What was the basis for this change?

c. Describe, by position, who would determine that periods of extreme alert or pre-judged increased likelihood of an incident exists and at what facility the radio communication equipment will be kept.

Content page does not correctly reflect page locations for some sections of the plan. For example, Content page lists Section 3.0 on page 9. Section 3.0 actually appears on page 10.
