UNIVERSITY OF CALIFORNIA, IRVINE, NUCLEAR REACTOR FACILITY CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-04-007 ON SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN

Dear Dr. Lavernia:

The purpose of this letter is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has closed Confirmatory Action Letter (CAL) No. NRR-04-007. The NRC issued CAL No. NRR-04-007 on March 26, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML033250584). This CAL formalized commitments to implement site-specific compensatory measures related to security and safeguards.

By letter dated October 18, 1999, the NRC received an application for license renewal of Facility Operating License No. R-116 for the University of California, Irvine, Nuclear Reactor Facility (UCINRF) (ADAMS Accession No. ML083110112). As part of the license renewal application review, the NRC staff reviewed the UCINRF physical security plan, dated October 2014, and found it to be in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 73, Physical Protection of Plants and Materials. In addition, the NRC staff found that the site-specific compensatory measures committed to in CAL No. NRR-04-007 have also been incorporated into the UCINRF physical security plan. Therefore, the NRC considers CAL No. NRR-04-007 closed.

Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, the NRC will make a copy of this letter available electronically for public inspection in the NRC Public Document Room located at NRC Headquarters in Rockville, MD. The public can also access this letter in the NRCs document system, ADAMS, which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
