In a telephone conversation on March 30, 2015, between Mr. Richard Philpot, Supervisor, Nuclear Training, and Ms. Amanda Toth, Operations Engineer, arrangements were made for the administration of licensing examinations at Surry Power Station. The operating test is scheduled to be administered during the weeks of September 21 and September 28, 2015. The written examination is scheduled to be administered the week of October 5, 2015. The on-site preparatory week is scheduled for the week of August 24, 2015.
During the period September 21-24, 2015, the Nuclear Regulatory Commission (NRC)
administered operating tests to employees of your company who had applied for licenses to operate Surry Power Station. At the conclusion of the tests, the examiners discussed preliminary findings related to the operating tests and the written examination submittal with those members of your staff identified in the enclosed report. The written examination was administered by your staff on September 29, 2015.
 
All six Reactor Operator (RO) and all three Senior Reactor Operator (SRO) applicants passed both the operating test and written examination. There were no post-examination comments.
 
Nine applicants were issued licenses commensurate with the level of examination administered.
 
A Simulator Fidelity Report is included in this report as Enclosure 2.
 
The initial examination submittal was within the range of acceptability expected for a proposed examination. All examination changes agreed upon between the NRC and your staff were made according to NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 10.

Nuclear Regulatory Commission (NRC) examiners conducted an initial examination in accordance with the guidelines in Revision 10, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." This examination implemented the operator licensing requirements identified in 10 CFR §55.41, §55.43, and §55.45, as applicable.
 
Members of the Surry Power Station staff developed both the operating tests and the written examination. The initial operating test, written RO examination, and written SRO examination submittals met the quality guidelines contained in NUREG-1021.
 
The NRC administered the operating tests during the period September 21-24, 2015. Members of the Surry Power Station training staff administered the written examination on September 29, 2015. All six Reactor Operator (RO) and all three Senior Reactor Operator (SRO) applicants passed both the operating test and written examination. All applicants were issued licenses commensurate with the level of examination administered.
 
There were no post-examination comments.

As agreed during the telephone conversation, your staff will prepare both the operating test and written examination based on the guidelines in Revision 10 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The U.S. Nuclear Regulatory Commission (NRC) regional office will discuss with your staff any changes that might be necessary before the examinations are administered. Your staff has also agreed to make copies of all examination materials that are necessary for administering the examination.
REPORT DETAILS 4. OTHER ACTIVITIES 4OA5 Operator Licensing Examinations a. Inspection Scope The NRC evaluated the submitted operating test by combining the scenario events and JPMs in order to determine the percentage of submitted test items that required replacement or significant modification. The NRC also evaluated the submitted written examination questions (Reactor Operator and Senior Reactor Operator questions considered separately) in order to determine the percentage of submitted questions that required replacement or significant modification, or that clearly did not conform with the intent of the approved knowledge and ability (K/A) statement. Any questions that were deleted during the grading process, or for which the answer key had to be changed, were also included in the count of unacceptable questions. The percentage of submitted test items that were unacceptable was compared to the acceptance criteria of NUREG-1021, Operator Licensing Standards for Power Reactors.


To meet the above schedule, it will be necessary for your staff to furnish the operating test outline and reference material by June 23, 2015. Ms. Toth provided the written examination outline to your staff in October 2014. The operating test, written examination, and the supporting reference materials identified in Attachment 3 to ES-201 will be due by July 23, 2015. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outline, examination, and test before they are submitted to the NRC for review and approval. All materials shall be complete and ready-to-use.
The NRC reviewed the licensees examination security measures while preparing and administering the examinations in order to ensure compliance with 10 CFR §55.49, Integrity of examinations and tests.


We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled. In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.
The NRC administered the operating tests during the period September 21-24, 2015.


Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
The NRC examiners evaluated six Reactor Operator (RO) and three Senior Reactor Operator (SRO) applicants using the guidelines contained in NUREG-1021. Members of the Surry Power Station training staff administered the written examination on September 29, 2015. Evaluations of applicants and reviews of associated documentation were performed to determine if the applicants, who applied for licenses to operate the Surry Power Station, met the requirements specified in 10 CFR Part 55, Operators Licenses.


To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090) , medical certifications (OMB approval number 3150-0024), and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination
