REPORTABLE OCCURRENCE 335-80-18 LICENSEE EVENT REPORT PAGE TWO TIONAL CAUSE DESCRIPTION AUD CORRECTIVE ACTION The plant liquid waste di charge monitor consists of an in-line detector in the discharge piping which controls the automatic closure of the discharge valve if effluent activity exceeds the setpoint. In preparation for making repairs on the existing monitor, the plant Chemistry Department installed a temporary bypass flow monitor. The temporary monitor utilized the'original detector and auto closure circuitry: From a technical viewpoint," the temporary monitor was satisfactory. However, the modification to the system was not properly administratively controlled. The existing procedures made no mention of the valve line-up necessary to provide a sample flow for the temporary monitor. The personnel involved have been made aware of their error. The valve supplying sample flow to the temporary monitor. has been tagged open. A temporary procedure change has been issued for controlled liquid releases.

The temporary;system will be removed as soon as repairs are complete.
