This      letter serves to confirm information provided by telephone to NRC Inspector Mr. R. McGaughy by Mr. A. R. Sabol of PPGL on August 7t 1980.
During that conversation, Mr. McGaughy was advised that the subject condition was under evaluation for reporta&ility under the provision of 10CFR50.55(e).
The    deficiency involves ZCO-Rally type SLV 1200 braided fiberglass sleeving which was used as barrier material for providing electrical separation.                          This material had originally been approved for use at Susquehanna and                        had been used extensively in the plant. However, based upon the results of qualifi-cation testing,              it  was determined that the ICO-Rally material did not provide an adequate barrier as required by XEEE-384 1974.
The    ICO-Rally material on site has been identified as nonconforming and is being controlled under Bechtel NCR 6048 and PPGL NCR 80-208 (for equipment that has been turned over to PPGL from Bechtel construction).                      Field Procedure FP-E-10, Verification of Separation within Electrical Equipment, requires 100%
inspection of safety-related electrical equipment for physical separation requirements, including approved barrier material. Zn addition, this condition is being tracked by Bechtel MCAR 1-41.
A  report concerning the condition, along with an analysis of the safety impli-cations and corrective action, is included as an attachment pursuant to PPGL's obligations under the provisions of 10CFR50.55(e).
Since the details of this report provide information relevant. to the reporting requirements of 10CFR21, this correspondence is considered to also discharge any formal responsibility PP&L may have for reporting in compliance thereto.

Attachment to PLA-539 SEPARATION BARRIER MATERIALS  - ICO RALLY Per IEEE 384-1974, Sec. 5.6.2, Internal Separation, a barrier is required between redundant Class-lE Equipment and wiring. Such barriers are required whenever control switchboard materials are flame retardant, analysis is not performed, and the minimum separation distance is less than 6 inches. A barrier is defined, in Section 3, as "a device or structure interposed between Class-lE Equipment or circuits and a potential source of damage to limit damage to Class 1E systems to an acceptable level."
In accordance with the above, Bechtel Drawing E-59, Revision 6, was issued to the field on July 30, 1979 providing authority to the field to purchase and install two (2) brands of braided fiberglass sleeving or taper Ico/Rally Corporation type SLV 1200'r HAVEG Industries, Znc., Sil-Temp sleevtng (Type S), or Sil-Temp tape (Type WT65). In addition, on January 25, 1980, E-59, Rev. 9 was issued by Bechtel to allow the field to purchase- and install a third brand'f barrier material, Carburundum Co., Fiberfrax Sleeving (Type HP-144 T) or Tape (Type 3L-144T). Zn each instance, documentation was required verifying that the materials passed both the vert. flame test per Pub. No.
WC5 (IPCEA S-61-402) and has a flame spread,   smoke developed zating of 25 or less per ASTM-E-84.
In line with our conservative approach to separation at Susquehanna SES and the indirect reference to barrier material specifications provided in IEEE-384, Section 3, on 1/23/80, PPaL requested Bechtel to expedite additional qualifiee cation tests of the sleeving or tape type barrier materials approved for use at Susquehanna SES. These tests were authorized by Bechtel to be performed at Wyle Laboratories in Norco, California in March, 1980. The test report was issued on May 16, 1980. During these tests, two (2) cables or bundles of wires were isolated by a wrapping or sleeving of barrier material on the primary cable or bundle. The source of damage was a short circuit current which fuses the overloaded primary conductor in five-plus minutes. Acceptable damage is that which allows the secondary circuit to carry its rated current throughout the test. Every configuration including those in which Zco-Rally material was used, passed the  test.
However, achieved temperatures were measured carefully during the tests. The Sil-temp and Fiberfrax products are  rated for 3000 F. The Ico-Rally product 0
is only rated for 1200oF. As the hot-spot temperatures were around 1500 F, the Ico-Rally product was disapproved for use. In addition, the Ico-Rally product is manufactured with an abrasion resistant filler which supported flame. The Sil-Temp and Fibezfrax (T) pzoduct did not. Zn one of the tests flame erupted over the entire length of the Zco-Rally sleeving and burned for over one minute. THis further )ustified our rejection of Ico-Rally.
Cause:
The Wyle Laboratories test results provided qualification by analysis that two brands of materials, Sil  Temp and Fiberfrax, are suitable for  use at SSES and
 
Page 2 Attachment to PLA-539 one  material, the Zco-Rally,   does not meet the  strict requirements we  provided in accordance with IEEE-384.
Anal sis  of  Safe  Im lications:
A barrier is defined in Section 3 of ZEEE>>384 1974 as "a device or structure interposed between Class 1E Equipment or circuits and a potential source of damage to limit damage to Class lE systems to an acceptable level." Zn the configuration where Ico-Rally was used at Susquehanna SES, the protection provided for lE-cabling was compromised based on the single failure criteria of ZEEE-279. Based on our analysis, the independence of redundant Class-1E       .
cabling was compromised below an acceptable level when Ico-Rally was used as the separation barrier material.
Project Engineering has determined the Zco-Rally material deficiencies identi-fied in the Wyle Lab. tests to be reportable under 10CFR50.55(e).
Corrective Action:
Bechtel issued E-59, Revision 9,.Change 3 to the field on June 5, 1980 which reneved Zco-Rally from the list of materials approved for use and required that previously installed Ico-Rally material be replaced with an approved material. The organisation of this effort is in accordance with Bechtel Field Procedure FP-E-10 which performs a 100% inspection of all equipment where separation barrier materials are required.
This work  is  still in progress  and is being tracked  by Field Procedure FP-E-10.

Project Engineering instructions and field verification should provide for the removal of all Zco-Rally and installation of a suitable qualified alterna-tive. This will provide for an adequate barrier installation as defined by ZEEE-384.}}

During that conversation, Mr. McGaughy was advised that the subject condition was under evaluation for reporta&ility under the provision of 10CFR50.55(e).

The deficiency involves ZCO-Rally type SLV 1200 braided fiberglass sleeving which was used as barrier material for providing electrical separation. This material had originally been approved for use at Susquehanna and had been used extensively in the plant. However, based upon the results of qualifi-cation testing, it was determined that the ICO-Rally material did not provide an adequate barrier as required by XEEE-384 1974.

The ICO-Rally material on site has been identified as nonconforming and is being controlled under Bechtel NCR 6048 and PPGL NCR 80-208 (for equipment that has been turned over to PPGL from Bechtel construction). Field Procedure FP-E-10, Verification of Separation within Electrical Equipment, requires 100%

inspection of safety-related electrical equipment for physical separation requirements, including approved barrier material. Zn addition, this condition is being tracked by Bechtel MCAR 1-41.

A report concerning the condition, along with an analysis of the safety impli-cations and corrective action, is included as an attachment pursuant to PPGL's obligations under the provisions of 10CFR50.55(e).

Since the details of this report provide information relevant. to the reporting requirements of 10CFR21, this correspondence is considered to also discharge any formal responsibility PP&L may have for reporting in compliance thereto.

Attachment to PLA-539 SEPARATION BARRIER MATERIALS - ICO RALLY Per IEEE 384-1974, Sec. 5.6.2, Internal Separation, a barrier is required between redundant Class-lE Equipment and wiring. Such barriers are required whenever control switchboard materials are flame retardant, analysis is not performed, and the minimum separation distance is less than 6 inches. A barrier is defined, in Section 3, as "a device or structure interposed between Class-lE Equipment or circuits and a potential source of damage to limit damage to Class 1E systems to an acceptable level."

In accordance with the above, Bechtel Drawing E-59, Revision 6, was issued to the field on July 30, 1979 providing authority to the field to purchase and install two (2) brands of braided fiberglass sleeving or taper Ico/Rally Corporation type SLV 1200'r HAVEG Industries, Znc., Sil-Temp sleevtng (Type S), or Sil-Temp tape (Type WT65). In addition, on January 25, 1980, E-59, Rev. 9 was issued by Bechtel to allow the field to purchase- and install a third brand'f barrier material, Carburundum Co., Fiberfrax Sleeving (Type HP-144 T) or Tape (Type 3L-144T). Zn each instance, documentation was required verifying that the materials passed both the vert. flame test per Pub. No.

WC5 (IPCEA S-61-402) and has a flame spread, smoke developed zating of 25 or less per ASTM-E-84.

In line with our conservative approach to separation at Susquehanna SES and the indirect reference to barrier material specifications provided in IEEE-384, Section 3, on 1/23/80, PPaL requested Bechtel to expedite additional qualifiee cation tests of the sleeving or tape type barrier materials approved for use at Susquehanna SES. These tests were authorized by Bechtel to be performed at Wyle Laboratories in Norco, California in March, 1980. The test report was issued on May 16, 1980. During these tests, two (2) cables or bundles of wires were isolated by a wrapping or sleeving of barrier material on the primary cable or bundle. The source of damage was a short circuit current which fuses the overloaded primary conductor in five-plus minutes. Acceptable damage is that which allows the secondary circuit to carry its rated current throughout the test. Every configuration including those in which Zco-Rally material was used, passed the test.

However, achieved temperatures were measured carefully during the tests. The Sil-temp and Fiberfrax products are rated for 3000 F. The Ico-Rally product 0

is only rated for 1200oF. As the hot-spot temperatures were around 1500 F, the Ico-Rally product was disapproved for use. In addition, the Ico-Rally product is manufactured with an abrasion resistant filler which supported flame. The Sil-Temp and Fibezfrax (T) pzoduct did not. Zn one of the tests flame erupted over the entire length of the Zco-Rally sleeving and burned for over one minute. THis further )ustified our rejection of Ico-Rally.

Cause:

The Wyle Laboratories test results provided qualification by analysis that two brands of materials, Sil Temp and Fiberfrax, are suitable for use at SSES and

Page 2 Attachment to PLA-539 one material, the Zco-Rally, does not meet the strict requirements we provided in accordance with IEEE-384.

Anal sis of Safe Im lications:

A barrier is defined in Section 3 of ZEEE>>384 1974 as "a device or structure interposed between Class 1E Equipment or circuits and a potential source of damage to limit damage to Class lE systems to an acceptable level." Zn the configuration where Ico-Rally was used at Susquehanna SES, the protection provided for lE-cabling was compromised based on the single failure criteria of ZEEE-279. Based on our analysis, the independence of redundant Class-1E .

cabling was compromised below an acceptable level when Ico-Rally was used as the separation barrier material.

Project Engineering has determined the Zco-Rally material deficiencies identi-fied in the Wyle Lab. tests to be reportable under 10CFR50.55(e).

Corrective Action:

Bechtel issued E-59, Revision 9,.Change 3 to the field on June 5, 1980 which reneved Zco-Rally from the list of materials approved for use and required that previously installed Ico-Rally material be replaced with an approved material. The organisation of this effort is in accordance with Bechtel Field Procedure FP-E-10 which performs a 100% inspection of all equipment where separation barrier materials are required.

This work is still in progress and is being tracked by Field Procedure FP-E-10.

Conclusions:==

Project Engineering instructions and field verification should provide for the removal of all Zco-Rally and installation of a suitable qualified alterna-tive. This will provide for an adequate barrier installation as defined by ZEEE-384.
