The deficiency results from the installation of small pipe supports on the Unit 1 containment liner plate and diaphragm slab liner plate without having , had the civil design group review the structural adequacy of the liner plate to support the hanger loads.Since the liner was designed only to provide a leak tight barrier, preliminary evaluation indicates that the installation of these added supports has resulted in local overstressing of the liner plate.Had this deficiency remained uncorrected it could have affected adversely the safe operation of the plant, and it is therefore deemed reportable under 10CFR50.55(e).
