On September 6, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.
On September 6, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for TVA to present a series of planned license amendment requests (LARs) to support shutdown board cleaning, the adoption of Title 10 of the Code of Federal Regulation (CFR) Section 50.69, and Technical Specification Task Force (TSTF) Change Travelers TSTF-425 and TSTF-500. The meeting notice and agenda, dated August 27, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18248A233. A list of attendees is enclosed.
The purpose of the meeting was for TVA to present a series of planned license amendment requests (LARs) to support shutdown board cleaning, the adoption of Title 10 of the Code of Federal Regulation (CFR) Section 50.69, and Technical Specification Task Force (TSTF) Change Travelers TSTF-425 and TSTF-500.
During the meeting, TVA discussed implementation aspects of the proposed LARs along with the technical analyses to support the proposed submittals. The licensee provided an overview and background to support their plans to implement the 10 CFR 50.69 evaluation methods at the Watts Bar Nuclear Plant (WBN). The licensee stated that adopting this approach would provide flexibility to reduce costs while improving plant operations and safety margins. The licensee also made NRC staff aware of their intention to submit the TSTF-425 LAR along with the 10 CFR 50.69 submittal. Adopting TSTF-425 would allow TVA to use internal events and seismic probabilistic risk assessment (PRA) models to establish a basis for controlling surveillance frequencies throughout the facility. The NRC staff acknowledged that since TVA will be using the WBN PRA as part of the TSTF-425 LAR, reviewing both submittals in concert may prove to be more efficient.
