DRESDEN NUCLEAR POWER STATION, UNIT 3 - NOTIFICATION OF NRC INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Pardee:

By a letter dated October 26, 2009, the NRC communicated to you the final significance determination for a finding having low to moderate safety significance (White) at your Dresden Nuclear Power Station. The finding involved the failure on November 3, 2008, to prevent inadvertent and uncontrolled control rod withdrawal by non-licensed operators.

On April 5, 2010, we were notified by your staff that applicable corrective actions for that finding had either been completed or initiated, and that you were ready for the NRC to conduct our supplemental inspection to review the actions taken to address the White finding. Accordingly, we plan to conduct a supplemental inspection, beginning on May 10, 2010, at Dresden Nuclear Power Station using Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area." This on-site inspection is scheduled to be performed May 10 through May 14, 2010. In order to minimize the impact to your on-site resources and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection. The documents identified are those that the inspectors will need prior to and upon arrival at the site. It is important that all of these documents are up-to-date and complete in order to minimize the number of additional documents requested during the

on-site portion of the inspection.

We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Mr. Joseph Griffin of your organization. Information Requested One Week Prior to the On-Site Inspection Week To assist NRC inspectors in conducting the supplemental inspection scheduled for the above dates, we request the following information, in hard copy or electronic format, be delivered to each of the inspectors on or before May 3, 2010. If you have any questions regarding this information, please contact the inspectors as soon as possible.

All documents associated with your evaluation of the White finding identified in Dresden Nuclear Power Station Inspection Reports 05000249/2009009 and 05000249/2009010. The scope of the documents should include:

Your analysis of the root cause(s) and contributing cause(s) of the identified issue; Your evaluation of the extent of condition and extent of cause of the issue; All corrective actions implemented for the identified issue, including the schedule established for implementing and completing the corrective actions; and Your assessment/evaluation of the effectiveness of the corrective actions that have been implemented.

2 Enclosure Information Requested for the On-Site Inspection Week To assist NRC inspectors in conducting the supplemental inspection scheduled for the above dates, we request the following information, in hard copy or electronic format, be available at the entrance meeting for the inspection (May 10, 2010). The inspectors understand some of the requested documents or records may require special handling and will be available after the entrance meeting to ensure appropriate protection and control of the documents or records.
