Dear Mr.Grier:

This letter serves to confirm information provided by telephone to NRC Inspector Mr.R.McGaughy by Mr.A.R.Sabol of PP&L on June 17, 1980.During that conversation, Mr.McGaughy was advised that the subject condition was being evaluated for reportability under the provisions of 10CFR50.55(e).

The defect involves the failure of the U-shaped link on the States Company sliding link terminal block.The failure occurs in the form of a crack between the threaded screwhole and the side of the U-shaped link.The U-shaped link and associated spacer forms a connection between two slotted bars on the terminal block when the spacer and link are tightened by a screw.When the screw is tightened a crack may result which can cause an open or a poor electrical connection.

Since these links are used on safety related equipment, the defective condition has been evaluated as potentially reportable under the provisions of 10CFR50.55(e).

The subject defect has also been previously recogni ed by the NRC and was described in your Information Notice 80-08 issued on March 7, 1980.Bechtel has under development a sampling procedure which includes guidance for their Quality Control field organization to inspect the links.The PP&L Integrated Startup Group will also be instructed to follow the guidance outlined in the sampling plan whenever they operate the links during preoperational testing activities.

We expect this approach to provide us with quantitative information on the extent of the deficiency.
