United States Nuclear Regulatory Commission June 26, 2013 Page 2 In accordance with 10 CFR 50.54(p)(2), 10 CFR 72.44(e), and 10 CFR 72.186(b), this letter, from Duke Energy Carolinas, LLC, provides notification that the Duke Energy -Catawba, McGuire and Oconee Site Physical Security Plan, has been revised. Revision 20 of the plan will be effective on July 1, 2013.The plan revision incorporates changes being made as identified in Duke Energy letter to NRC dated April 10, 2013,

Duke Energy Carolinas, LLC.Response to NSIR Review -TAC 091660 10 CFR 50.54(p)(2)

Changes to Security Plan, Revision 18 [Reference (4)]. This plan also reflects changes to contingency weapons type implemented for contingency response at the McGuire site and changes to active vehicle barrier type implemented at the Oconee site.An evaluation of the plan revision in accordance with 10 CFR 50.54(p)(2), 10 CFR 72.44(e), and 10 CFR 72.186(b) has determined that the changes incorporated do not decrease the safeguards effectiveness of the physical protection program and performance objectives of security organization and the plan continues to meet the requirements of 10 CFR 73.51 and 10 CFR 73.55, as applicable.

This letter includes two attachments which contain Safeguards Information as defined in 10 CFR 73.2. Enclosure 1 contains a Summary Description of Changes. Attachment 2 contains a copy of the changes to applicable sections of the Duke Energy -Catawba, McGuire and Oconee Site Physical Security Plan, Revision 20.No new regulatory commitments have been made in this letter.If you have questions regarding this submittal, please contact Tim Wadsworth, Senior Technical Specialist, at (704) 382-5836.Sincerely, Michael J.
