REPORT The purpose of this letter is to provide the Sequoyah Commitment Summary Report for the period of June 1, 2005 to February 28, 2007, as r equired by the NRC endorsed Nuclear Energy Institute's (NEI) "Guideline for Managing NRC Commitments." This

enclosed report summarizes docketed commitments that TVA has evaluated and revised

using administrative controls that incorporate the guidelines.

REPORT 2 Basis/Justification for Change:

An evaluation of each of the below list ed commitments was performed in accordance wi th NEI 99-04. NRC amended its regulations, RIN 3150-AH95, such that the requirements governing critic ality control for spent fuel pool storage racks do not apply to the fuel within a sp ent fuel transportation package or storage cask when the package is in a spent fuel pool.

The evaluation determined that each of the items are no long er commitments based on the rule change. Because these commitments were initiated as a result of a safety eval uation report decision, they ha ve been tabulated in the commitment summary r eport for NRC notification.

to address the use of the fire prot ection system for spent fuel pool make-up and reaction to notificat ion or alarms ensuring that operators can identify and terminate any dilution sources during the dry cask storage loading and unloading operations.

The normal make-up flow path to the spent fuel pool from the

demineralized water and primary water systems will be tagged out

during cask loading/unloading in the cask pit pool.

During dry cask loading or unloading operations, either operations

personnel will increase the frequency of their normal rounds or a trained monitor will be assigned to watch for dilution events in the

spent fuel pool area (i.e., spent fuel pool level changes and water

accumulation on the refueling floor).
