l< . On June 28, 1991,- the Nuclear Regulatory Commission (NRC) issited Generic Letter (GL) 88-20, Supplement 4, " Individual Plant Examination

-of-External Events (IPEEE) for Severe Accident Vulnerabilities". The ENRC requestod a response to the letter by December 25, 1991, describing the proposed programs for completing the IPEEEs. The NRC requested the response' include the methods and approach selected for performing the  !

IPEEE, a description of the method to be used, and the milestones'and L  : schedule for performing the IPEEE. . This-letter fulfills that request. +

-Illinois Power'(IP) plans to perform Wa IPEEE with IP employees.

Individuals from outside the company will onA be used as advisors and for tasks that fall outside the capabilities of IP employees. The employees IP intends to stilize are primarily those presently performing l

the Individual Plant-Examination for Internal Events.

The methods to be used to perform the IPEEE are listed below. If Illinois Power identifies'the need co revise these planned methods, the

hRC will'be informed.

l .. Seismic - IP intends - to e:aploy the Electric Power Research Institute (EFRI) seismic margin methods. Advantage will be taken of the impending walkdown training which will be provided by EPRI and the feismic Qualification Utility Croup (SQUG) in order to develop in-house E

capability to do the seismic walkdowns, i

;i Fire' IP intends to perform a Probabilistic Risk Assessment (PRA) by participating in an EPRI tailored collaboration project for their fire PRA approach.

i High Winds and Tornadoes,' External Floods, and "ransportation and Nearby: Facility Accidents - Illinois Power intends to document, by review of the Updated Safety Analysis Report and the Safety Evaluation T ' Report (NUREG 0853) that Clinton Power Station conforms to the Standard Review Plan (NUREG - 0800, July 1981).

IP will commence the IPEEE subsequent to the submission of the i Individual Plant Examination for Internal Events, scheduled for September, 1992, and submit the results of tt.e examination within three '

years of that date.- This variance from the NRC requested date of within

-three years of the issue date'of the CL in reqittred because (3.e

' individuals that are scheduled to perform the external events study are performing the Individual Plant Examination for Internal Events.
