1.0 INTRODUCTION

This Annual Radiological Environmental Operating Report for the period of January 1 through December 31, 1986, is submitted in accor-dance with Technical Specification 6.9.1.7 of Appendix A to River Bend Station License Number NPF-47.

River Bend Station (RBS) is a 936 MWe General Electric boiling water reactor located in West Feliciana Parish, Louisiana, 4.1 km south-east of St. Francisville (Figure 1). Waste heat from RBS is dissipated via a closed cycle system using four mechanical draf t cooling towers which draw makeup water from the Mississippi River, 3.3 (air) km to the west. Blowdown from the normal cooling tower system dilutes low-level liquid radioactive waste and is discharged to the Mississippi River through a 4.4-km buried pipe located downstream of the intake structure (Fig. 2). Gaseous radioactive effluents are released through the Main Plant Exhaust Duct, the Fuel Building Exhaust Duct, and the Radwaste Building Exhaust Duct.

The area within a 16-km radius of RBS includes substantial portions of West Feliciana, East Feliciana, and Pointe Coupee parishes, as well as small portions of East and West Baton Rouge parishes. Most of the land in this area is devoted, in about equal proportions, to forests and agriculture (pasture, various crops). Wetlands, streams / lakes, and urban / improved lands comprise the remainder of the immediate vicinity of the plant. Besides St. Francisv111e (4.1 km northwest), human popula-tion centers near RBS are New Roads (10 km southwest) and Jackson (12 km northeast) . Industrial facilities in the immediate vicinity of RBS are Lam ~oert Redi-Mix Company (1.8 km north-northeast); Crown-Zellerbach Paper Mill (5 km south); Big Cajun No. 2 Power Station (5 km southwest);

and the Corps of Engineers concrete casting yard (5 km west).

The area within an 80-km radius of RBS contains portions or all of 19 Louisiana parishes and five Mississippi counties. This area has generally the same makeup as that of the immediate vicinity of RBS, al-though wetlands, agricultural lauds, and urban / improved lands are rela-tively more extensive (at the expense of forested lands) in the south-western and southeastern quadrants. Baton Rouge, centered at about 38 km southeast, is the only large city in the general vicinity of RBS.

During 1986, radiological environmental monitoring in the vicinity of RBS was performed by the Gulf States Utilities Company (GSU) Environ-mental Services Group, with support from the Plant Staf f Radiological Programs Section and an of fsite contractor, Eberline Analytical Ser-vices.

o RIVER BEND STATION RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT FOR 1986 2.0 RADIOLOGICAL ENVIR0_NMENTAL MONITORING PROGRAM (REMP) 2.1 Purpose / Bases The Radiological Environmental Monitoring Program (REMP) was esta-blished to provide representative measurements of radiation and of radi-oactive materials, resulting from RBS operation, in those exposure path-ways and for those radionuclides that lead to the highest potential ex-posures of members of the public. The REMP implementsSection IV.B.2 of Appendix I to 10CFR50 and thereby supplements the radioactive effluent monitoring program by verifying that the measurable concentrations of radioactive materials and levels of radiation are not higher than ex-pected on the basis of the effluent measurements and the modeling of the environmental exposure pathways.

The REMP applies the concepts of indicator-control and preopera-tional-operational intercomparisons to establish the adequacy of envi-ronmental levels and resultant human radiation doses. In addition to _

2.2 Environmental Radiation Exposure Pathways Elements of the REMP monitor indications of the impacts of gaseous (airborne) and liquid effluents released from River Bend Station. The specific methods used in monitoring the pathways by which these efflu-ents could lead to human exposure, based un existing demographic infor-mation, are:

Monitoring Media Immersion (External) Dose Surface Water Samples Shoreline Sediment Samples Site-related dispersion characteristics, demography, hydrology, land use, anticipated source terms, and the exposure pathways outlined above were considered in the selection of the sample media, sampling and analysis frequencies, sampling / measurement locations, and types of anal-yses. These criteria were used to establish both the preoperational and operational phases of the REMP.

The program that evolved during the preoperational (baseline) moni-toring phase, incorporating all of the elements in the RBS Technical Specifications (3/4.12.1, 3/3.12.2, 3/4.12.3) plus special study cri-teria, is illustrated in Table 1 and Figures 1 and 2.

2.3 Land Use Census for 1986 The annual land use census was conducted from July 30 through Au-gust 30, 1986, in accordance with RBS Technical Specification 3/4.12.2.

Table 2 summarizes the results and notes changes in nearest receptor locations from those identified in the Radiological Environmental Operating Report for 1985.

As in previous years, the 1986 census identified residences within 8 km of the reactor containment in all sectors except L (SW). Distance to the nearest residence in Sector F (ESE) increased from 1.4 to 3.4 km.

Gardens were identified within 8 km of RBS in all sectors except L (SW) and N (W) . Distances to the nearest gardens in sectors E (E), H (SSE),

and M (WSW) decreased. The gardens identified in sectors P (WNW) and Q (NW) are the onsite gardens established in the sectors with the highest calculated annual average ground-level D/Q. These gardens are REMP in-dicator locations for broadleaf vegetation (Table 1, Fig. 2).

No dairy animals were found within 8 km of RBS during the 1986 cen-sus. The McKowen Dairy (Location MF2, Table 1, Fig. 1) suspended opera-tion on July 1, 1986; however, it was used for REMP sampling / analyses through June. Historically, there had never been enough dairy sites to accommodate the minimum RBS Technical Specification requirements for analyses of milk (3 locations within 5 km), so monitoring of broadleaf vegetation had been performed from the outset. Loss of the dairy there-fore did not require a formal change in the REMP.

2.4 Interlaboratory Comparison Program Results for 1986 The Environmental Services Group participated in the U. S. Environ-mental Protection Agency (USEPA) Laboratory Intercomparison Program dur-ing 1986 in accordance with RBS Technical Specification 3/4.12.3. RBS results (Table 3) were near the "known" value, or within the USEPA range of expected laboratory precision for 81 percent of the onalyses.

RIVER BEND STATION RADIOLOGICAL ENVIRONMENTAL OPERATINJ REPORT FOR 1986 RBS analyses of two USEPA air filters tended to over-estimate gross beta activity (as was also the case among participants in general). The beta-counting instrument underwent service, including replacement of the scintillation (phoswich) detector, in August, 1986. Gross beta results for water closely agreed with the "known" values except for that of 10/22/86, which appeared attributable to technician error. Inasmuch as no cross-check air filters have been provided since September,1986, the adequacy of corrective measures remains to be determined.

Results of RBS analyses for Iodine-131 and Cesium-137 in milk, per-formed by gamma ray spectroscopy, were biased high because the sample volume was incorrectly measured and because the counting efficiency de-termined for Cs-137 was too low. The latter problem was corrected by fabrication of a calibration standard closer in density to that of dried milk.

2.5 Program Exceptions Certain samples and analyses were inadvertently omitted _or unavoid-ably altered during the 1986 operating period. These exceptions and the reasons for the omissions / alterations are delineated in Table 4 in ac-cordance with Technical Specification requirements. Corrective actions and impacts on program quality are discussed below.

A mechanical problem resulted in an uncertain volume from the con-trol air sampler (Location ALC) during one week. The problem was cor-rected soon after discovery and its impacts were mitigated by the exis-tence of two "Special Interest" samplers beyond 16 km which provided further control data. A storm-related power outage briefly impacted three of the required indicate- air samplers (Locations AA1, API, AR1) in early August, but appeared have been an isolated incident of insignificant impact on progrm tuality.

One quarterly thermoluminescence dosimeter (TLD) was lost due to vandalism and was replaced at the beginning of the next measurement period. Inasmuch as this was the only TLD lost auong the 40 required locations, it did not significantly impact program quality.

Slight damage eo tubing in the automatic compositing sampler in the Discharge Line led to uncertainty about the volume of 22 hourly ali-quots in the first week of 1986. The tubing was replaced and the ac-cumulated volume (which appeared close to the expected amount) was re-tained, as the incident was not deemed to have had a significant impact on program quality. At the beginning of August, 1986, 110 of 168 possible aliquots for a week were lost due to clogged tubing in the Discharge Line sampler. The frequency of tube inspection / replacement was increased from quarterly to weekly after this incident, which re-selted in lower than normal overall sample volumes for the monthly gamma isotopic and quarterly tritium analyses of this medium. In October, 1956, about half of the Discharge Line aliquots for one week were not obtained due to an apparent disruption of the sampler microprocessor program. Personnel were instructed to exercise greater care in handling 16

. Suspension of milk sampling / analyses during the second half of 1986 was unavoidable and did not significantly -impact program quality as dis-cussed above in Section 2.3.

Limited variety in the crops available at the state penitentiary (GQC) during August resulted in- failure to obtain one out of 36 required control samples of broadleaf vegetation for 1986. This did not signifi-cantly impact program quality.

3.0 INTERPRETATION OF REMP RESULTS 3.1 Summary of Operational REMP Results The Radiological Environmental Monitoring Program for 1986 was con-ducted primarily by the RBS Environmental Services Group, with support from the Plant Staff Radiological Programs Section in air sampler main-

-tenance/ calibration and reading / annealing of TLDs. Use of an offsite contractor laboratory for REMP sample analyses was phased out early in

-1986.

Monitoring results for the exposure pathways are summarized in Table 5, from which measured activities of the naturally occurring daughters of uranium and thorium are excluded. The 1986 REMP results reflect the impacts of fallout from the accident which occurred in Cher-nobyl, Russia, in late April. Further details of.the Chernobyl impacts, as quantified through intensification of RBS REMP activities, are pro-vided in Appendix B.

3.1.1 Airborne Exposure Pathway - Measurements of radioiodine and other gamma emitters were all below their respective Lower Limits of De-tection (LLDs) except during the last week of May and the first week of June, when airborne contamination attributable to the Chernobyl accident was detected at all indicator and control locations. Gross beta activi-ties averaged 0.03 pCi/ cubic meter at both indicator and control sta-tions.

3.1.7 Direct Exposure Pathway - The monthly average gamma ray ex-posure for indicator and control locations was 3.76 mR total and 3.80 mR total, respectively. Quarterly exposures averaged 11.85 mR total at in-dicator locations and 12.05 mR total at control locations.

3.1.3 Waterborne Exposure Pathway - No gamma emitters were mea-sured in water at levels approaching the Technical Specification LLDs, although Cobalt-58 and Co-60 were measured in a few mcnthly composite samples from the Discharge Line at concentrations between 3 and 7 pCi/ liter. Gross beta activities in surface water averaged 10.1 pCi/ liter in the Discharge Line and slightly less than 6 pCi/ liter at 19

3.2: Comparison of Operational and Baseline REMP Results Radioiodine and other gamma emitters in the airborne exposure

-Chernobyl impacts were being observed (Table 5, Appendix. B)'. Gross. beta activities on air particulate filters averaged 0.03 pCi/ cubic meter at

preoperational phase'of the REMP (Appendix A).

-In the direct exposure pathway, the 1986 net monthly average read-ings-for monthly and quarterly TLDs from both indicator and control lo-cations were slightly . lower than the corresponiing values for previous years. Thus far, no appreciable differences:have been observed-in TLD exposures between_ indicator and control locations or between the same locations from'one_ year to the next.

In the waterborne exposure pathway, no gamma-emitting nuclides were

-measured above the RBS Technical Specification LLDs during 1986, as had been the case during the preoperational-phase (Appendix A). Gross beta and tritium (H-3) levels in water are compared below:

. media over preoperational levels (Appendix A). Naturally occurring

- Potassium-40 (K-40) was measured at 1335 pCi/ liter in indicator milk and at 2869 pCi/kg in indicator vegetation during 1986, as compared. to 1313

.pCi/ liter (milk) and 3782 pCi/kg (vegetation) during the preoperational REMP. ' Another naturally occurring nuclide, Beryllium-7, was detected at 386 and 1079 pCi/kg in indicator and control vegetation samp.les, respec-tively; however, none was quantified during the baseline phase for ~ com-parison.

3.3 Comparison of REMP Results with Operational Controls r

The only measurable increases in concentrations of radionuclides or levels of radiation in the vicinity of RBS during 1986 appear to have been associated with the fallout from Chernobyl and the expected low levels in the Discharge Line. The indicator versus control comparisons

for airborne gross beta activity (Section 3.1.1; Table 5) corroborate the-reports of limited or no releases of particulate or radiciodine in 1986. The 1986 environmental TLD data (Section 3.1.2; Table 5) showed no appreciable differences in direct radiation exposures between indi-cator and control locations. These findings substantiate the adequacy of source control and effluent monitoring at River Bend Station.

Gross beta activities on air particulate filters increased by a factor of about 3 during weeks 7 through 10 of the second quarter of 1986 at both indicator and control locations (Figure B.2). In generat, there was no discernible increase in gross beta'actitivities in surface water during this period. However, a slight increase was noted in the RBS Discharge Line samples as reflected in the following sequence:

A sample of precipitation collected at RBS on 5/18/86 contained 18.5 pCi/ liter of I-131. On 5/25/86, rain approaching Baton Rouge from the southwest was sampled at 1345 hrs and found to contain 19.1 and 6.0 pCi/ liter of I-131 and Ru-103, respectively. Two hours later, rain approaching Baton Rouge from the west-northwest (and from a higher alti-tude) was sampled and found to contain 3.0 and 1.8 pCi/ liter of I-131 and Ru-103, respectively.

Although the levels of Chernobyl-related airborne contamination were transitory and extremely low (relative to those observed in north-ern and central Europe), they provided an opportunity for the RBS REMP and its LNED counterpart to demonstrate the ability to detect and mea-sure such materials. Throughout the period of intensified monitoring there was general consistency in the results of the respective programs.

The unusual opportunity to study the behavior of radioiodine in environmental media demonstrated that oven-drying of milk or vegetation seems not to significantly affect the subsequent analytical results.

This phenomenon was first observed in the RBS Environmental Scryices Group (ESG) laboratory on milk samples collected on 5/20/86. The milk was processed with ion exchange resin in the usual manner, then dried and counted for gamma-emitting nuclides. The resin extract contained 10.5 pCi/ liter of I-131, and the same milk, dried after resin extrac-tion, containeo 3.6 pCi/ liter of I-131. This observation was reported to LNED personnel, who stated that they had just observed essentially equivalent I-131 concentrations, before and af ter oven-drying, on a sam-ple of vegetation.

An experiment was then performed on triplicate milk samples col-lected at MF2 on 5/22/86. One sample was stirred in a 4-liter beaker with ion-exchange resin, the milk decanted from the resin, and then ove n-d rie d . The second sample was passed through the same amount of resin in an ion-exchange column, then dried. The third sample was dried with no prior treatment. Results of gamma isotopic analyses of the two resin extractions and the three dried portions were (in pCi/ liter):

9.4 9.4 The investigation was continued on duplicate milk samples collected at MF2 on 5/29/86. In one sample, the resin extract contained 5.6 pCi/ liter and the dried portion contained 1.3 pCi/ liter, for a total of 6.9 pCi/ liter of I-131. Exactly the same I-131 concentration was mea-sured in the other sample, which was merely oven-dried. A set of dupli-cate samples collected from MQC on 6/3/86 yielded 1.8 and 1.9 pCi/ liter of I-131, respectively, when processed by resin-extraction / drying versus only oven-drying. By 6/12/86, I-131 was barely detectable in kBS milk samplec. Although more data would be desirable in drawing conclusions, the foregoing strongly suggests that oven-drying of environmental media does not significantly affect (volatilize) radioiodine, at least in the form (s) released as in the case of the Chernobyl accident. It would have been interesting to determine the chemical species (e.g., metallic iodide, iodate; molecular iodine; organic iodide) involved.
