Dear Sir or Madam:

The Palisades Oftsite Dose Calculation Manual, Appendix A, Table A-1, Action 4, requires that a special report be submitted to the Nuclear Regulatory Commission within 30 days for the inoperability of RIA-2327, High Range Noble Gas Monitor, when the instrument is not restored to operable status within 7 days. The enclosed report summarizes the immediate action taken, the cause of the inoperability, and the current status of the instrument.

This letter contains no new commitments and no revisions to existing commitments.

ATTACHMENT SPECIAL REPORT FOR INOPERABLE RIA-2327, HIGH RANGE NOBLE GAS MONITOR BACKGROUND As part of a planned outage of the Radioactive Gaseous Effluent Monitoring (RGEM) System to replace obsolete RGEM system components, RIA-2327, High Range Noble Gas Monitor, was declared inoperable on December 5, 2016.

IMMEDIATE ACTION TAKEN As required per Palisades' Offsite Dose Calculation Manual, the preplanned alternate method of monitoring was placed in-service as a compensatory measure.

CAUSE OF INSTRUMENT INOPERABILITY Obsolescence of the RGEM system components required the system to be removed from service to allow installation of new upgraded components, including RIA-2327.

PLANS AND SCHEDULE FOR RESTORING INSTRUMENT OPERABILITY Installation and testing of the new RGEM system is in-progress. RIA-2327 is expected to be returned to an operable status by January 19, 2017.
