ATTACHMENT 1 COMPLIANCE WITH ORDER EA-12-049 On March 12,2012, the NRC issued Order EA-12-049, "Issuance of Order to Modify Licenses with Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events," to Entergy Nuclear Operations, Inc. (ENO) (Reference 1). This Order was effective immediately and directed ENO to develop and implement strategies and guidance that maintain or restore core cooling, containment, and spent fuel pool cooling capabilities in the event of a beyond-design-basis external event at Palisades Nuclear Plant (PNP).
ENO developed an Overall Integrated Plan (OIP) for documenting the diverse and flexible strategies (FLEX) in response to Order EA-12-049. The information provided herein documents full compliance with the Order for PNP.
- a. Interim Staff Evaluation (ISE) Open Items - AIlISE open Items have been closed.
See Attachments 3 and 4 for summaries of ENO responses to the items.
- b. ISE Confirmatory Items - All ISE confirmatory items have been closed. See Attachments 3 and 4 for summaries of ENO responses to the items.
- c. Licensee-identified open items - All licensee-identified open items are complete.
- d. Audit questions / open items - Following the June 2015 onsite audit, only four items remained open. Responses for the four open items are summarized in Attachment 3, and these items have since been closed.
