ACTIONS WHEN OUTSIDE TEMPERATURES ARE LESS THAN 20°F Proc No SOP-23 4 Revision 51 Page 1 of 10 WHEN outside area temperatures fall or remain below 20°F, as determined by MET Tower data, THEN PERFORM the following actions each shift AND LOG completion in the eSOMS Narrative Log, noting deficiencies, concerns, and any compensatory actions performed.
IF electrical heaters are used to augment heating, THEN PERFORM ENSURE the heater is clear of any combustible material.
IF Electrical Heaters are being placed in service for the first time, THEN PERFORM the following:
NOTIFY Fire Protection staff.
ENSURE the heater is UL approved.
1.0 Feedwater Watch Station
- a.
Heating Boiler Room (including Sump Pump area)
__ 1. ENSURE the heating units for the Plant Heating Boiler Room are in service. REFER TO Attachment 8 if necessary.
- 2. MONITOR room and area temperatures. ENSURE equipment is NOT in jeopardy of freezing. IF necessary, THEN AUGMENT OR RESTORE heating.

Feedwater Purity Building
__ 1. MONITOR Demin Trailer temperature AND ENSURE equipment is NOT in jeopardy of freezing. IF necessary, THEN AUGMENT OR RESTORE heating.

__ 1. VERIFY NO grounds exist by performing the following on C-100 and the EC-100A, Ground Test Panel adjacent to C-100A:
(a)
DEPRESS both push buttons at the same time to verify that the light bulbs are working properly (lights should both light).
(b)
DEPRESS the left push button to check for grounds on one half of the circuit (if bulb lights a possible ground exists).
(c)
DEPRESS the right push button to check for grounds on one half of the circuit (if bulb lights a possible ground exists).
(d)
IF a ground exists on either panel, THEN NOTIFY the CRS.
,2.
ENSURE C-100 breakers 1, 2, 7, 11, 12, and 19 are CLOSED.
- 3. ENSURE C-100A breakers CB-5, CB-6, CB-9, CB-10, CB-11, CB-13, and CB-14 are CLOSED.
- b.
Secondary Desk Area West Wall near the Hypochlorite Tanks and the M-18 Discharge Line through the tunnel area
__ 1. ENSURE ALL available heating units for Domestic Water Accumulator Area are in service. REFER TO Attachment 8 if necessary.

MONITOR area temperatures. ENSURE equipment is NOT in jeopardy of freezing. IF necessary, THEN augment or restore heating.
- 3. CONSIDER the use of temporary enclosures/weather proofing to aid in heat retention.

T-2, Condensate Storage Tank, Checks Proc No SOP-23 4 Revision 51 Page 4 of 10 IF there is reason to suspect deficiencies in the heat trace for T-2, Condensate Storage Tank, and/or T-58, Safety Injection Refueling Water Tank, level transmitters, THEN the Shift Manager should request Electrical Maintenance to perform force PPAC MSE052, "Perform Operability Check of Heat Trace." This PPAC checks for voltage and amps on the T-2 and T-58 Heat Trace and is normally performed mid-October each year.
__ 1. ENSURE the insulation on NW side of tank is securely fastened.
.2.
ENSURE the insulated covers on L T-2021 and LT-2022, T-2 Level Transmitter, are in place, with latches engaged AND ENSURE no gaps or openings in the insulation that would expose piping to the air.
- 3. ENSURE sensing line inSUlation has no gaps or openings that would expose piping to the air.
- 4. ENSURE the insulation covers on MV-CD629 and MV-CD625, T-2 Level Transmitter Root Valves, are securely in place.
- 5. ENSURE the insulation from turbine building wall to valve pit (between tanks T-2 and T-7) is securely in place.
- 6. VERIFY that frozen condensation does not block T-2, Condensate Storage Tank vent.
- d.
T-81, Primary System Makeup Storage Tank, Checks
__ 1. ENSURE insulated covers on LT-2020, T-81 Level Transmitter, are in place, with latches engaged, AND no gaps or openings in the insulation that would expose piping to the air.

VERIFY that frozen condensation does not block T-81, Primary System Storage Tank vent.

Available Secondary Side Fresh Air Fan Status
__ 1. IF significant ice buildup is evident on V-21, Fresh Air Fan dampers or housing, THEN SECURE applicable fan. REFER TO SOP-24, "Ventilation and Air Conditioning System."
_----'2. IF ice buildup is NOT evident on V-21, Fresh Air Fan dampers or housing, THEN PLACE applicable fan in service as needed.

M-1005. Supplemental Diesel Generator
__ 1. INSPECT louvers to ensure they are free of snow/ice
- 2. PERFORM the following at the Main Control Panel:

CHECK the following four toggle switches (located next to the Ammeter) are in the ON position:
Battery Charger Switch o
Generator Space Heater Switch GI Jacket Water Heater-1 Switch Jacket Water Heater-2 Switch (b)
VERIFY Battery Voltage as indicated on the (GSC) Generator System Control Panel reads greater than or equal to 23 volts.
(c)
VERIFY Battery Charger Ammeter Switch is in the FLOAT position (located directly below the ammeter).
(d)
IF the Battery Charger Ammeter Switch is NOT found in the FLOAT position, THEN INFORM the Control Room, AND obtain direction on how to proceed.
When the battery charger is on FLOAT, the ammeter will fluctuate between zero amps (batteries fully charged) to 10 amps.
(e)
WHEN the batteries are on a FLOAT Charge, THEN VERIFY ammeter is indicating between 0 amps to 10 amps.
- 3. CHECK cabinet heater at the bottom rear of the Utility Cubicle is warm to the touch.
- 4. CHECK Generator Space Heaters are operating by performing the following:
(a)
VERIFY generator housing is warm to the touch (place hand on side of housing in the center) to verify the generator space heaters are working.
(b)
IF the Generator Space Heaters are not working, THEN INITIATE a work request.
NOTE:

CHECK Jacket Water Heaters are operating by performing the following:
Jacket Water heaters are not set to cycle on and off at the same time, so both may be found ON, or one may be OFF at anytime. Generally if outside ambient temperature is below 25°F both jacket water heaters should be ON and the Block Coolant temperature should be approximately gO°F.
(a)
VERIFY Jacket Water Heaters (one on each side of the generator end, of the diesel, down low) are warm to the touch, (b)
VERIFY top hose off each Jacket Water Heater is warm to the touch.
(c)
IF a jacket water heater is determined to not be operating, THEN INITIATE a work request.
