V PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-85-95D Date December 24, 1985 pmB This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

Facility: Detroit Edison Company Licensee Emergency Classification:

Fermi 2 Nuclear Power Station Notification of an Unusual Event Newport, MI 48166 Alert Site Area Emergency Docket No: 50-341 General Emergency XX Not Applicable

Subject:

DAMAGE TO DIESEL GENERATOR DURING TESTING (THIRD UPDATE)

The licensee is continuing its efforts to evaluate and resolve the diesel generator problems, which began November 13, 1985, with bearing damage to the No. 13 diesel generator during testing. Subsequent examination of two additional diesel generators Nos. 11 and 14, also showed evidence of bearing damage. All three diesel generators have beer, repaired.,

The fourth diesel generator, No. 12, was reinspected and no evidence of damage was identified.

The vendor, Fairbanks Morse, and the licensee have concluded that the damage has been caused by an insufficient break-in period for the diesels. The licensee has instituted a break-in and testing program for the diesels. Region III (Chicago) and the Office of Nuclear Reactor R:gulation are reviewing the licensee's analysis of the diesel problems and proposed r: solution.

During the testing program, additional problems have been identified, including a bearing problem with No.11 that will require bearing replacement. The licensee has also identified a dscrease in the viscosity of the lubricating oil for No.12 and No.14 below the minimum viscosity level. The testing of the two diesels has been halted pending resolution of this matter.

In addition to the diesel problems, work remaining during the current outage includes evaluation of approximately 100 embedments which apparently have greater loads than intended in the design; completion of the installation of the remote shutdown panel; evaluation of an operating problem with a newly installed residual heat removal system purp motor; and resolution of an issue involving a containment penetration which does not meet the General Design Criteria.

The State of Michigan will be notified.

This updated information is current as of 9 a.m., Dece er 2 , 1985.
