PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-86-148 Date D:cemb:r 17, 1986 This preliminary notification constitut s EARLY notice of events of POSSIBLE safety cr public interest significance. The information is as initially received without v:rification or evaluation, and is basically all that is known by the Region III staff on this date.

WEAPONS, MARIJUANA CONFISCATED At about I a.m. (EST), December 17, 1986, a semi-tractor trailer carrying safety-related equipment was halted at the entrance to the protected area for a routine search.

As the security officers approached the vehicle, they heard what sounded like bullets being unloaded from a weapon. The officer asked the driver if he had any prohibited items in his truck. The driver answered that he did, and produced the following: one .12 gauge sawed-off shotgun, one .22 caliber automatic pistol,19 shotgun shells, 248 rounds of .22 caliber ammunition, 2 five-inch " boot knives," and 1 five-inch folding knife.

S;curity guards then searched the truck and found what appeared to be a marijuana pipe. The driver was searched and an ounce of what was analyzed by the Michigan State Police Laboratory to be marijuana, was found in his hat. The individual was denied site access.

A doberman pinscher dog, which also was on board the truck, was turned over to local animal welfare authorities.

Th2 individual was arrested by the Michigan State Police, who initially charged him with possession of a suspected controlled substance. During his arraignment he was also charged with one felony count of possession of a concealed weapon.

Wh:n first asked for identification by security guards, the driver produced a business card indicating his involvement with a para-military organization for hire. The licensee has n:tified the FBI. The NRC's Information Assessment Team has been notified and is also following up with the FBI. Region III (Chicago) is following the licensee's course of acticr..

The State of Michigan will be notified.
