PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-85-82 Date Sept:mb::r 18, 1985 This praliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without veri-fication or evaluation, and is basically all that is known by the staff on this date.

B0MB THREAT At 9:49 p.m. (CDT), September 17, 1985, an unidentified man telephoned the Minneapolis Emergency Center 911 number claiming a bomb had been planted at the Prairie Island Generating Plant. This is the third bomb threat involving either the Prairie Island or Monticello nuclear plants since August 25. (See PN0s III-85-75 and III-85-79.)

In the most recent threat, the caller said: "I don't want to give you a scare or nothing, but Prairie Island has a few problems. As a matter of fact, it may have to be shut down.

Main reason---a little explosive device. A little one, not a big one. Do the best you can lady."

A police patrol was dispatched to a telephone booth from which the call originated, but no susp: cts were found. All three calls were made from phones in the same geographical area.

Licensee security personnel were notified of the incident by Minneapolis police at 11 p.m.

(CDT), September 17. The licensee considered this latest threat a hoax, so no plant search was undertaken. Plant personnel, however, were instructed to be extra vigilant.

Minn::apolis police continue to investigate.

The State of Minnesota will be notified. The NRC's Information Assessment Team also has been notified. Region III (Chicago) will continue to monitor the situation.

Region III was first notified of this event at 11 p.m (CDT), September 17, 1985. This information is current as of 10:30 a.m. (CDT), September 18, 1985.
