0FF-SITE SHIPMENT OF CONTAMINATED RESINS On August 20, 1985, the licensee reported that they had discovered slightly contaminated resins used in the Unit 1 condensate polishing system had been sent off-site for regeneration. The contaminated resins were discovered as a result of the licensee's followup investigation of the contamination of resins used in the flushing of Unit 2 piping (s:e PNO-III-85-72).

About 30 cubic feet of slightly contaminated resins were found by the licensee at a vendor's facility in Rockford, Illinois. The resins, which were in the initial state of regeneration, are being returned to the Byron site. The radioactivity in the resins was determined to be cobalt 58 with a concentration of 0.1 picocuries per gram (which is less than the Maximum Permissible Concentration in water for discharge to unrestricted areas).

Tha vendor facility has routinely regenerated resins used in the treatment of water from the secondary side of Byron Unit 1. The licensee indicated that laboratory analysis of secondary water samples has never detected radioactivity. The licensee believes that the water treatment, using the resins, concentrated minute (and immeasurable) quantities of cobalt 58 which may have been present in the secondary system water.

Tha vendor's regeneration process involves flushing the resins with water, which is subsequently neutralized, diluted, and discharged to the sanitary sewer system. Any radioactive concentrations in the sewer system effluent would be far below the Maximum Peraissible Concentrations and would not present a health and safety hazard.

A R:gion III inspector was at the vendor's facility on August 20, 1995 and collected water and resin samples for analysis in the Region III laboratory. Direct radiation measurements showed no detectable radiation at the facility.
