Extension of the Fermi 2's First Ten-year Inservice inspection Interval The purpose of this letter is to inform the NRC of Detroit Edison's intention to extend the first ten-year inservice inspection interval in accordance with the rules of j ASME Section XI 1980 through the Winter 1981 Addenda. The first interval was scheduled to end January 23,1998,10 years from the commercial operation date.

This notification is being provided as recommended in NUREG-1482 Section 3.3.1 (Extension ofInterval). Detroit Edison's intent to extend the interval was initially communicated to the NRC Project Manager for Fermi 2 during a telephone conference on December 23,1997.

ASME Section XI provides the following allowances for interval extension:

IWA-2400(c) - Each inspection interval may be decreased or extended (but not cumulatively) by as much as 1 year. For power units that are out of service continuously for 6 months or more, the inspection interval during which the outage occurred may be extended for a period equivalent to the outage.

IWA 2400(c)- contains two provisions for extension. One allows an interval to be extended for units out of service for greater than six months. Fermi 2 experienced a \ O shutdown of 389 days beginning December 25,1993 as the result of a low pressure q q[\

NRC-98-0082 Page 2 turbine blading failure. This extends the interval to Februaryl6,1999. The second provision is a cumulative extension of 1 year over the life of the plant. Applying this provision would result in extending the interval to February 16,2000. Detroit Edison plans to use both provisions sequentially as discussed in NUREG-1482 Section 3.3.1.

This extension is necessary to allow adequate time to develop the updated ISI and IST Programs for the second interval.
