Designation of a Pending Licensing Action as a Cost Beneficial Licensing Action The purpose of this letter is to request that the proposed Technical Specification change submitted in Reference 2 be designated as a " Cost Beneficial Licensing Action" (CBLA). The proposal will result in cost savings of at least 2.2 million dollars (in current dollars) over the remainder of the current operating license.

These cost savings meet the criterion of the NRC Administrative Letter on CBLAs (Reference 3).
