Prior to the Reference 3 submit t el, on March 26, 1992, t he NRC St af f, General Electric (GE), and Detroit Edison pe rsorenei attended a teeting of the ACRS Sub-Cer_cittee on Thernal Hydraulic Phenonena, during which presentations where cadc by the NRC, GE, and Detroit Edison representatives on both the generic Boiling Water Reactor (BWR) PUP and the Ferni 2 PUP. The ACES asked a number of questions regarding these PUP efforts. On May 20, 1992, GE and Detroit Edicon personnel oet with J. Colburn and R. Strancky of your staf f to review the ACRS techn: cal quections and the issues involved with each ACES concent; to establish a course of action f or the NRC to frimally identify thes2 cotoents on the docket, and to r eview the plan and schedule f or De t roit Edison and GE responses. The purpoce of this letter is to recpond to the ACES cottents provided to Fermi 2 via the NEC Staf f in Reference 6. It should be noted that GE is separately responding to the generic PWR PUP issues raised by the ACRS (as docucented in Refe rence 7) . Det roit Edison has reviewed GE's proposed responce to Reference 7 and concurs with its content.

Detroit Edison's responses to Reference 6 are givet2 in Enclocure 1. A question and response forcat is provided to ensure cocpleteness an.1 ease of review. The Fe rmi 2 PUP proj ect ctaff would be happy to meet with NRC Staf f or ACRS personnel to further discuss our re fonses, if nec ea sa ry. Your f acilitation of the review of this infor ation with the ACRS, in support of the FUP License Amenduent requ is a p precia t ed . -
