Entergy Nuclear Operations, Inc. (Entergy), pursuant to 10 CFR 72.48(d)(2), hereby transmits a 72.48 report listing and summary report of the changes, tests and experiments implemented at Indian Point Units 1 and 2 between April 12, 2010, and April 1, 2012 or utilized in support of the CFSAR update. Attachment 1 provides a report listing and Attachment 2 provides a summary of the 72.48 evaluations changes in the facilities, changes in procedures, and tests and experiments implemented pursuant to 10 CFR 72.48.

The change would employ the Non-destructive Testing requirements of ANSI N14.6 (Section 6.5) in lieu of the annual load test requirements of the HI-TRAC lifting trunnions.

Summary of the associated 10 CFR 72.48 Evaluation Chapter 9.0 of the HOLTEC HI-STORM FSAR identifies the Maintenance requirements for the HI-STORM 100 system, including the HI-TRAC transfer cask. Section 9.1.2 discusses lifting trunnions design criteria, testing and inspection requirements. Section 9.2.1 requires an annual load test of the HI-TRAC lifting trunnions and a visual inspection of the accessible parts of the trunnions. The HI-TRAC lifting trunnions are considered "Special Lifting Devices" as defined by ANSI N14.6.

This change would employ the Non-destructive Testing requirements of ANSI N14.6 (Section 6.5) in lieu of the annual load test requirement of the HI-TRAC lifting trunnions.

Section 6.3, "Testing to Verify Continuing Compliance" of the ANSI standard requires a load test OR non-destructive testing of the trunnions. The non-destructive testing shall be in accordance with the requirements of Section 6.5. The requirements of ANSI N14.6, Section 6.5 are more rigorous than the visual inspection identified in the HI-STROM FSAR.

Performing the requirements of Section 6.3 and 6.5 of ANSI N14.6 in lieu of an annual load test of the HI-TRAC lifting trunnions is an acceptable means for testing to verify continuing compliance with the requirements of the Maintenance Chapter of the HOLTEC HI-STROM FSAR.
