On August 29, 2006 Southern Nuclear Operating Company (SNC) submitted a request to revise the Edwin I. Hatch Nuclear Plant (HNP) licensing/design basis with a full scope impl~mentation of an alternative source term (AST). By letters dated November 6,2006, November 27,2006, January 30, 2007, June 22,2007, JUly 16, 2007, August 13,2007, October 18, 2007, December 11, 2007, January 24, 2008, February 4, 2008, February 25. 2008, February 27, 2008, March 13, 2008, April 1,2008, May 5, 2008, June 25.2008, and July 14, 2008 SNC has submitted further information to support the NRC review of the HNP AST submittal. Also by letter dated July 2, 2008 SNC requested an extension of the interim period for the use of potassium iodide (KI) by modifying Unit 1 Operating License (OL) DPR-57 license condition (LC) 2C(8) and Unit 2 OL NPF-5 LC 2C(3)(f).

During a teleconference between SNC and members of the NRC staff on August 11, 2008 the NRC requested additional information concerning the completion of plant walkdowns of selected HNP Units 1 and 2 motor control centers (MCCs) to validate their seismic characteristics. The selected MCCs are associated with the normal power supplies to the Units 1 and 2 turbine building ventilation exhaust systems which are credited with purging the area around the main control room following three of the four design basis accidents. The enclosure to this letter contains the SNC response to the referenced NRC request for additional information (RAI).

With respect the requested Units 1 and 2 OL LC changes to extend the interim period for use of KI, SNC, after further evaluation, elects to withdraw a portion of the requested changes to Unit 1 LC 2C(8) and Unit 2 LC 2C(3)(f). Specifically, SNC withdraws the request to delete the following two phases from the referenced Units 1 and 2 OL LCs: "rendering the crediting of potassium iodide no longer necessary" and "update." Deletion of these phrases was proposed as an

U. S. Nuclear Regulatory Commission NL-08-1269 Page 2 enhancement to the LC wording, but is not necessary to accomplish the objective of extending the interim period for use of KI. With the withdrawal of the proposed deletions, the requested OL LC change consists of changing the end date for interim KI use from May 31,2010 to May 31,2012 for HNP Unit 1 and to May 31, 2011 for HNP Unit 2.

The 10 CFR 50.92 evaluation and the justification for the categorical exclusion from performing an environmental assessment that were included in the August 29, 2006 submittal continue to remain valid.

Enclosure 1 Response to Request for Additional Information Regarding Plant Walkdowns Related to the Turbine Building Ventilation Exhaust Systems NRC VERBAL QUESTION In section 3.0 of Enclosure 2 of the SNC letter dated July 14, 2008 Southern Nuclear Operating Company (SNC) documented the completion of plant walkdowns of selected Edwin I. Hatch Nuclear Plant (HNP) Units 1 and 2 motor control centers (MCCs) to validate their seismic characteristics. The selected MCCs are associated with the normal power supplies to the Units 1 and 2 turbine building (TB) ventilation exhaust systems. SNC stated the following with regards to these Units 1 and 2 plant walkdowns: This panel was evaluated using appropriate seismic qualification utility group (SQUG) criteria, and determined to be acceptable for the applicable seismic design requirements as-is with no need for modification. Please clarify the SQUG criteria used for these plant walkdowns.

SNC RESPONSE The SQUG criteria used for the subject walkdowns was the Generic Implementation Procedure (GIP) Revision 2, as discussed in a teleconference between SNC and a member of the NRC staff on July 28, 2008. As previously documented in the response to NRC Question 9 of the SNC letter dated February 4, 2008, the HNP current licensing basis, as documented in the Units 1 and 2 Final Safety Analysis Reports, provides for the use of GIP Revision 2.
