In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Southern Nuclear Operating Company (SNC) hereby submits descriptions of changes to the emergency plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The emergency plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). A description of the changes and a summary of the 50.54(q) analysis is enclosed.

Enclosure to NL-23-0624 SNC 50.54(q) Summary of Analysis Description of Emergency Plan Changes and Summary of 50.54(q) Analysis On July 12th , 2023, Southern Nuclear Operating Company implemented changes to the SNC Standard Emergency Plan and Site Annexes. The changes remove the requirement for non-essential individuals to report to a designated assembly area at the sounding of the plant emergency alarm and await further instructions. Removing this assembly requirement expedites the site evacuation process by allowing non-essential individuals to evacuate the site earlier, which reduces the risk of exposure if a radiological release is expected or in progress. The plant public address system is used to provide announcements and instructions to individuals for proper travel paths to avoid plume exposure. In addition, in conjunction with plant security, other technologies are used to ensure evacuation orders are heeded.

The assembly requirement, prior to the use of more advanced mobile communication technologies, was considered a "good practice", but was not a regulatory requirement. Because earlier evacuation of non-essential personnel has ALARA benefits and facilitates the accountability process, removing the assembly requirement is now considered an enhancement to the emergency plan.

SNC has written a 50.54(q) evaluation for these changes and has concluded that the changes do not result in a reduction in effectiveness. The SNC Standard Emergency Plan and Site Annexes continue to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).
