In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant(VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.6.09.13c [Index Number 654]. This ITAAC confirms that non-portable communication devices (including conventional telephone systems) in the central and secondary alarm stations are wired to an independent power supply that enables the system to remain operable in the event of loss of normal power. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

i nspections/Tests/Anaivses Tests, inspections, or a combination of tests and inspections of the non-portable communications equipment will be performed.

Acceptance Criteria Non-portable communication devices (including conventional telephone systems) in the central and secondary alarm stations are wired to an independent power supply that enables the system to remain operable in the event of loss of normal power.

ITAAC Determination Basis A test of the non-portable communications equipment in the Vogtle Electric Generating Plant (VEGP) Unit 3 central alarm station (CAS)and secondary alarm station (SAS) was performed to confirm the non-portable communication devices (including conventional telephone systems) in the Unit 3 CAS and SAS are wired to an independent power supply that enables the system to remain operable in the event of loss of normal power, and satisfy the applicable CAS and SAS non-portable communications equipment power supply requirements of the VEGP Unit 3 and Unit 4 Physical Security Plan associated with 10 CFR 73.55(j)(5). The VEGP Unit 3 Plant Security System ITAACs only cover the Unit 3 plant security system design commitment scope.

Testing was performed per ITAAC Technical Report SV3-SES-ITR-800654 (Reference 1) and involved securing the normal power supply to the CAS and SAS non-portable communication devices, and then verifying that the power supply to the CAS and SAS non-portable communication devices transfers to an independent power supply such that the associated system remains operable in the event of loss of normal power. The non-portable communication devices included in the scope of this testing include the CAS/SAS conventional (dedicated) telephone, CAS/SAS security base station radio and CAS/SAS security intercom station.

The testing documented in Reference 1 confirms that the non-portable communication devices (including conventional telephone systems) in the Unit 3 CAS and SAS are wired to an independent power supply that enables the system to remain operable in the event of loss of normal power.

Reference 1 is available for NRC inspection as part of the Unit 3 ITAAC 2.6.09.13c Completion Package (Reference 2).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company(SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there were no relevant ITAAC findings associated with this IT/\AC. The ITAAC completion review is documented in the IT/\AC Completion Package for ITAAC 2.6.09.13c (Reference 2)and is available for NRC review.

Systems, structures, and components verified as part of this ITAAC are being maintained in -

their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
