A COMMITMENT..

We have attempted to standardize our monitoring work of Pilgrim j Station I. Enclosed is a more formal list of methodology and guide lines to this end.. Most is well-known and'in practice by all of you,-

but there are a few changes and additions.to be noted. If there are-any questions, please call.

We have tried to make the monitoring as painless as possible. If, ]  !

because of. constraints on your available time, you are finding it difficult to handle the practices outlined in the Monitoring Procedures (enclosed), call: David-Quaid, Tel: 617 585 5285. .He will q pick up the monitor for reassignment. It must be considered by all involved in this vital project that the CRMN will be doing.its function until, sooner or later, Pilgrim.I is mothballed - a commitment. '

Our network is doin'g-wonderful work, it is being recognized for its methodical procedures and for the accuracy of the information that we are developing. The CRMN will make a difference in the care wit.h ,

Subject:

Monitoring procedures.

1. Monitor should remain on 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day, if practical.
2. Monitor should be placed in styrofoam cold drink holder, on a stable platform, as close to a window as possible. The monitor should be in a vertical position with the back side facing outdoors (most sensitive side); the readout side facing inside.
3. Weekly Reports: Reporting period begins Sunday AM, concludes Saturday PM. Name of correspondent
  • and monitor number at top of reporting form. Correspondents initials at bottom right of each date box. Counts per minute column must be recorded, in decimals, added and averaged weekly, by correspondent. Any local weather data is helpful. Completed CRMN form mailed, Sunday or Monday, to: David Quaid, 21 Summer Street, Duxbury, MA 02332. Please call 617 585 5285, if you are to be away from home for more than a few days. Upon returning, we are still interested in your report even if it is only one or two days.
4. Timing: Preferably, the standard " count down" timer (supplied) to be used.
5. Timing Periods: Two 30 minute, or longer, periods, AM & PM preferably. If pressed for time a 15 minute period is fine.
6. Monitor setting for recording extended periods: Set on TOTAL COUNTS and MUTE. Record intervals on standard CRMN reporting form.
7. After extended counts are completed set monitor switches to COUNTS PER MINUTE and ALERT until next extended count period. Upon retiring, the monitor should be near a bedroom window set for COUNTS PER MINUTE and ALERT. When away from home set monitor for extended count (see #6)

. Alternatively, the monitor can be taken to the place of business, furnishing the network with an additional station.

8. Alert: If the alarm should sound (all of our monitors are set to alert at 30 cpm, or 3X background radiation) take note of readout.

The odd solar flare will alarm for less than 1 minute and thus is of no consequence. In the event that the alarm continues for a longer period of time notify: David Quaid, 617 585 5285, or Donald Muirhead, '

617 934 2656. If neither are available notify: Chief Carl O'Neil, Civil Defense / Fire Chief: 617 934 5691, or the office of Robert Hallisey, Director, Mass. Dept. of Public Health, Radiation Control Program, 617 727 6214.

9. All monitors will be called in quarterly to be checked in our

s quality assurance program. Batteries will be replaced.

10. It is becoming, due to the warmer weather, not only possible, but very important, to take EXTERIOR readings because alpha and beta, except via open windows or doors, cannot gain access to the house.

Beta particles and radiation, from the emissions of the power plant, can be of particular importance - especially that of Xenon. The readings should, preferably, be made once/ daily, weather permitting.

This reading should be made four feet above the ground (to eliminate the ground Alpha rays which dissipate below that height) and 10 feet from a building. Placing the monitor, in the cold drink holder, on top of an automobile should provide sufficient height above the ground. A GROUND reading once a week, or more often, would also be very valuable to our collection of data. Rest the monitor in the cold drink holder on the ground, dirt or grass, not black top. The reading will be higher than the previous air reading. These EXTERIOR readings can only be taken when the temperature is above 32F and the weather is dry. The monitor is not waterproof. The EXTERIOR air recording is indicated on the CRMN reporting form by means of an asterisk (*) next te the figures in the COUNTS PER MINUTE box; the GROUND reading by a capitol G in the same box.

The GROUND readings, altho, very important are not mandatory, the EXTERIOR' readings are. A monitor located in an open window would qualify as an EXTERIOR location. The standard twice daily 30 minute readings are mandatory. Mandatory, in the sense, that we all do our best to produce as complete a form as possible each week. We all have times, when, with the best of will, this is not possible.

Promptness in mailing in the CRMN forms is essential, we must have the completed forms in our hands by Thursday's mail delivery, our cut-off time. The accumulated data from our correspondents is delivered, on Friday, to the computer for conversion to chart form; then mailed to the various governmental authorities on our mailing list. Our effectiveness and credibility rests solely on our ability to forward the weekly digest of our monitoring activity to the NRC, Boston Edison and our various State agencies charged with overseeing Pilgrim I.
