NRC Security Inspection - San Onofre Nuclear Generating Station, Units 1, 2 and 3 This letter refers to the Special Safeguards inspection of your activities at San Onofre Nuclear Generating Station, Units 1, 2, and 3 authorized under NPC' License Nos. DPR-13, NPF-10 and NPF-15. conducted by Mr. D. W. Schaefer of this office on October 31 through November 4, and November 14-15, 1983. It l also refers to the discussion of our inspection findings held by the l inspector with Mr. W. C. Moody and members of the San Onofre staff on November 4 and 15, 1983.

The inspection included examination of activities related to your program for physical protection against radiological sabotage and against theft of special nuclear material in accordance with applicable requirements of Title 10, Code of Federal Regulations, Part 73, " Physical Protection of Plants and Materials", your security plan, and licensee conditions pertaining to the physical protection as described in the enclosed inspection report.

Within these areas, the inspection consisted of selective examination of procedures and records, interviews with facility personnel and observations by the inspector.

Within the scope of this inspection no violations were identified.

In accordance with the Section 2.790(d) of the NRC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, documentation of findings of your security procedures are exempt from disclosure; therefore, the enclosed inspection report will not be placed in the public document room.

d. Media Coverage of SONGS On Sunday, October 23, 1983, the Los Angeles Times published an l article discussing the alleged use of illegal drugs at SONGS. The 1 article quoted seventeen current and former plant workers as indicating that the use of drugs was widespread among craftsmen who built, maintain and help repair the three-reactor unit.

Additionally, this same article alleged that health and security f clearance tests were available on' the black market.

4 In response to this newspaper article, the Bechtel Construction q Company dispatched two auditors from the San Francisco Headquarters to SONGS to thoroughly investigate the allegations contained.in the ,

article. As of November 14, 1983, these two auditors had '

interviewed approximately 170 Superintendents, General Foreman and Foreman. On November 14, 1983 the inspector witnesses one of these interviews. As of November 14, 1983 the Bechtel interviews had not revealed any factual information of value; only rumors were revealed during these interviews. Upon completion of their investigation, Bechtel will submit a final investigative summary report to SCE.

The inspector discussed the alleged blackmarket of health and security examinations with the General Training Administrator at -

SONGS. He indicated that as a result of this article, that the >

questions on the security examination and the site specific health physics examination were being changed weekly and that each week, four versions of each examination were being prepared. The licensee indicated that the " Security" examination which the newspaper '

reporter had obtained, was an outdated version of the standard Security Test.

To date, SCE has taken the following actions to reaffirm their plicy against the use of drugs and alcohol.

(1) Site Training in Drug and Alcohol Abuse. Site employee training for all Edison personnel and contract employees were scheduled for the week of November 14, 1983 to reemphasize the long-standing policy at SONGS, which is consistent with the Company policy on possession or use of drugs and alcohol.

Additionally, each employee received a booklet entitled:

Alcohol and Drug Abuse. This booklet again states the Company policy on the possession or use of drugs or alcohol, then further discusses the signals of drug use and the counseling and assistance programs readily available to all employees.

(2) Corporate Policy Statement - Disciplinary Action. To compliment the above training, Edison revised the Corporate policy statement on disciplinary action to include a section on drug and alcohol. Enclosed as Attachment I to this report is a copy of the revised Corporate Policy.

procedure, SCE will required all new employees to submit to a blood test. If these tests determine the use of drugs, the applicant will not be hired.

-l s (4) Effective January 1,1984, a supervisor may confront any employee regarding his/her fitness for duty. If a supervisor feels that any employee is unfit for duty possible because of i alcohol or drugs, an opinion from a second supervisor will be  !

requested. If.in the opinion of both supervisors an employee I is unfit for duty, he/she will be directed to voluntarily , I submit to a blood test. If the employee submits to the blood i

test he/she will be placed on investigatory suspension pending 3 the results of the test. If the employee refuses to submit to the blood test, he/she will be charged with insubordination and disciplined in accordance with Company Policy. A " positive" blood test will make an employee automatically eligible for the Employee Assistance Program. Employees (and their families) may seek assistance through the Company Employee Assistance Program.

b. During this inspection, the lheusee Medical Departaient briefed the inspector in detail on the processing of urinalysis samples. Since Janaary 1,1984, all new-hire personnel applying for any posit
  • ion within Southern California Edison (SCE) are required to successfully pass a urinalysis test. Each new-hire reports to the Medical Department and provide the required urine sample. Each sample is individually sealed (using medical " evidence" tape) and transported daily to CDL Laboratory in Tarzana California. Written results of each urinalysis are provided to the Medical Department within two days. The licensee is presently staffing a proposal to expand this testing to all new-hire personnel (SCE and contract personnel) and further to conduct an annual urinalysis test of all personnel. It is proposed that the urinalysis testing will be successfully completed prior to the initia. ..;suance of the security unescorted access photo identification badge and annually thereafter prior to the reissuance of the security badge.

d. On July 10, 1984, Mr. F. P. Eller, San Onofre Security Manager, telephonically reported to Region V information concerning a recent-drug allegation at San Onofre. SCE Corporate Security had interviewed a former Bechtel Foreman who had second hand knowledge of drug use at SONGS. The Bechtel Foreman knew of another employee that has first hand knowledge and this information had been provided to Bechtel Power Company for further investigation. This matter was discussed with the licensee during this inspection and the licensee reaffirmed their commitment to provide Region V with a copy of the-completed Bechtel investigation. 50-361/84-23-02
