At.i.EGATION REGARDING DRU6 USE AT SAN ONOFRE

! received a phone call this date f rom an individual who identified Eself as ,

a M who has worked f orMand other contractors at San Onofre, pFrlicularly during outages or'other periods of peak labor activity. $ l expressed a ce rn that the use of drugs is widespread throughout the trades reployed by and other contractors at the site, g also said titat a significant port on (20-25U of the f orecen and leadeen use drugs and tend to f avor others who also use drugs when deciding who should be recalled for work.

The a!!cger recognized the use of drugs as a widespread concern and was not interested in our pursuing specific users or suppliers. Sconcern was that the licensee's drug screening program is not ef f ective in preventing drug use by a significant portion of craf t personnel. In particulars

  • A orirmlysis test is required as part of initi.1 eeployment screening.

The individual oces into the restroom alone to obtain the specimen, nhich eust be ware to be considered a valid saeple. Hemeyer, it is coecon practice for a drug user to tape a drug-f ree urine specimen to a part of the body where it will stay ware, then produce it as a valid specimen.

I.e., the alleger f eels that valid samples are not being cbtained free drug users. -

t Once an individual is badged, no f urther testing is done, and drug use will not be detected. The a!!eger was concerned that periodic or randen testing is not done.

The alleger stated that significant hiring will take place late this year when Unit 3 goes into it f ueling outage. Malso stated that I would be willingte c ooper at m c ~ .,_ m -wM in any way p ble to help improve the situation at San Onof re. Q g(d also M saiwanted to expr essg concern to Senator Fete Wilson, but would wait to see what responseg obtains from NRC.

The alleger was a polite and apparently responsible individual whose anterest appear ed t ,be leprovecent caf the licensee's drug program. W identified
