APPENDIX A NOTICE OF VIOLATION Crane & Company, Incorporated Docket No. 999-90001 Dalton, Massachusetts 01226 General License As a result of the inspection conducted on September 18, 1987, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

10 CFR 31.5(c)(3) requires that any person who acquires, receives, possesses, uses, or transfers by-product material in a device pursuant to the general license in paragraph (a) of this section shall assure that the tests required by paragraph (c)(2) of this section and other testing, installation, servicing, and removal from installaticy involving the radioactive material, its si,1elding or containment, are performed in accordance with the instructions provided by the labels; or by a person holding a specific license pursuant to Parts 30 and 32 of this chapter or from an Agreement State to perform such activities.

Contrary to the above, as of September 18, 1987, a generally licensed gauge containing 1200 millicuries of krypton-85 was removed from your Pioneer Mill Plant and installed in your Government Mill Plant by company personnel without the supervision of authorized individuals.

This is a Severity Level IV violation. (SupplementIV)

Pursuant to the provisions of 10 CFR 2.201, Crane & Co., Inc. is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including; (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
