In accordance with the requirements of 10CFR50.55a(g)(4)(ii), Southern Nuclear Operating Company (SNC) submitted updated ISI programs for Joseph M. Farley Nuclear Plant (FNP) Units 1 and 2 by letter dated May 28,1997, as supplemented by letter dated November 3,1997.

By letter dated June 12,1998, the NRC requested additional information regarding these ISI Programs. Enclosed is SNC's response to this request.

NRC Comment:

Request for Relief RR-28: RR-28 proposed to use Code Case N-522 for examinations on containment penetration piping. Code Case N-522 allows the use of 10 CFR Part 50, Appendix J as an alternative to the rules in Tab!e IWC-2500-1, Category C-H for pressure testing of certain i

containment penetration piping. You stated that the tests will be scheduled in accordance with Appendix J, Option B. The use of Option B in Appendix J has been found acceptable for use with l

the following conditions: (a) the tests will be performed at peak calculated contamment pressure, and (b) the test procedures will include methods for detection and location of throughw311 leakage

in containment isolation valves (CIVs) and pipe segments between the CIVs. Please confirm that l

all of the above conditions will be met.

SNC Resoonse:

'Ihe FNP leak rate testing procedures perform Appendix J testing of the applicable penetrations at the calculated peak accident pressure. It is the standard practice at FNP to determme and correct the cause of unacceptable Appendix J test leakage in order to reduce that leakage to acceptable i

levels. Should the cause of the unacceptable Appendix J leakage be a throughw311 leak, this condition will be identified by the normal and appropriate troubleshooting methods employed at FNP. FNP will revise the appropriate leak testing procedures prior to the next refueling outage for each unit to make specific mention of the possible need for the detection and location of throughwall leakage of the penetrations to which this code case is applied.
