MEMORANDUM AND ORDER RELATIVE TO SUPPLEMENTAL MOTION OF MOTHEPS FOR PEACE FOR A STOP ORDER AND THE COMMISSION'S MEMORANDUM AND ORDER CONCERNING FINANCIAL ASSISTANCE After this Board issued its Order on November 4, 1974, denying the San Luis Obispo Mothers for Peace Motion for imposition of a stop work order, a supplement to the motion was received by-the Board. The supplemental motion stated the PGandE's position was a procedural attempt to dismiss the motion. A statement of Dr. David Hugh Chipping was enclosed in the supplemental motion. The Staff responded in the nt.gative on November 20, 1974 and PGandE on Novem-ber 22,1974 ~ on the bases that nothing new had been added that would warrant a different decision by . the Board.

The Board concurs seismic issues are a matter for serious consideration and they will be fully explored at the operating license hearing. The Board denied the motion on substantive' grounds not on a procedural technicality and herewith affirms the denial.
