MEETING StNMARY - WILLIAM H. ZIMMER NUCLEAR POWER STATION, INIT 1, CINCINNATI, OHIO, NOVEMBER 17, 1978 PURPOSE:
The ACRS Wm. H. Zimmer Nuclear Power Station, Unit 1 Subcommittee held a meeting on November 17, 1978 at the Holiday Inn, 8050 Highway 42, Florence, Kentucky. The purpose of this meeting was to review the application of the Cincinnati Gas and Electric Company (Applicant) for a license to operate the Wm. H. Zimmer Nuclear Power Station, Unit 1.
ATTENDEES:
Mr. Bender (Subcommittee Chaiman) and Dr. Plesset along.with the ACRS consultants, Dr. Zudans, Dr. Catton, Mr. Ditto, and Dr. Lipinski were present. ACRS fellow,
. Dr. Eaton was also present at the meeting.
t HIGHLIGHTS:
The Actions, Agreements, Assignments, and Requests made by the Subcommittee and its consultants during the course of the meeting are as follows:
I 1.
Dr. Catton, ACRS consultant, raised a question regarding the com-putational procedures used to get the bounding temperatures in the concrete and bounding pressures in the drywell.
Since there were no proper personnel to provide an adequate response to this question, Mr. Bender suggested that the NRC Staff work with the Applicant to establish what the computa-i tional procedures are and cinic to the Subcommittee at a near future dete.

Mr. Bender asked when and how the NRC Staff decides the location of the main steam isolation valves (one inside and one outside or both outside the containment).
Mr. Peltier agreed to provide the necessary information at a future date.

The Applicant indicated that Kaiser Engineers, the constructor for the Zimmer plant, will be responsible for fire protection during the construction phase. After completion of the plant, the in-plant fire fighting group of the Appifcant will assume the responsibility. However, the transition phase of this issue has not yet been clearly defined.

Mr. Bender suggested that the NRC Staff carefully look into the aspect of transferring the responsibility for fire protection from the construction phase to the operating phase.

Mr. Bender suggested that the NRC Staff provide a comparison of the quality assurance and quality control programs for the Zimmer plant with those from some other plants.

In relation to a question from Dr. Zudans, ACRS consultant, concerning the adequacy of the downcomer design, the NRC Staff and the Applicant indicated that they would provide the neces-sary information at the Fluid Dynamics Subcommittee meeting scheduled to be held at San Francisco on November 28-30, 1978.

The Subcommittee was also informed that either the NRC Staff or the Applicant will provide the necessary information on the following questions by Dr. Catton:
a.
What would be the dynamic behavior of the downcomer tubes during blowdown?
b.
How is the fuel bundle lift potential during i
the blowdown phase of a LOCA eliminated?

With regard to a question by Dr. Zudans concerning the qualification of the energy absorbing capability of the pipe whip restraints, Mr. Bender requested the NRC Staff to provide in writing the techno-logical bases for the design of these restraints.
8.
In relation to a question from Dr. Catton concerning the value of the heat transfer coefficient used for the themal coupling of the containment atmosphere to the liner, the Applicant indi-cated that he would provide the information at a later date.
9.
In relation to a question from Dr. Catton regarding the time at which chugging is nearing completion and the maximum pool tempera-ture at the end of chugging, the Applicant indicated that he would

provide the information at a later date. Dr. Butler, NRC Staff, indicated that they also will look into this issue and provide the necessary infomation at the Fluid Dynamics Subcommittee meeting scheduled to be held at San Francisco on November 28-30, j

In relation to a question from Mr. Bender regarding the reasons I
for cutting the flanges off the downcomer, and also in relation to a question from Dr. Zudans as to whether there are any test data to replicate the close spacing of a fairly large number of i
downcomers, Dr. Butler, NRC Staff indicated that he would provide the appropriate information at the Fluid Dynamics Subcommittee meeting scheduled to be held at San Francisco on November 28-30, 1978.

In. relation to the ACRS' generic concern on' instrumentation following
'the~ course of an accident. the NRC Staff indicated that the implementa-tion of Regulatory Guide 1.97, which delineates the necessary require-ments on this issue, is' not definitive at this time. They also noted that this issue is not applicable to plants docketed before September 30, 1977.
Mr. Bender expressed concern about the NRC Staff's attitude in'not
' pursuing the matter more vigorously. He remarked that the NRC Staff's position has'not been made clear to the ACRS, and the ACRS'did not indicate that it' would accept a position that' all the existing plants will not have to be monitored further.
He suggested.that the NRC. Staff look 'into this matter very. carefully and decide what it plans to do to implement this issue.
- 12. Mr. Bender suggested that the NRC Staff detemine on what basis the Germans are using decouplers on the recirculation pumps and also
.detemine whether using decouplers is a good' idea.or not.

J After hearing the presentation by the NRC Staff and the Applicant, Mr. Bender indicated that depending on the-outcome' of the Fluid Dynamics Subcommittee meeting. scheduled to b
be held at San Francisco on November 28-30, 1978, the Subcommittee may wish to have another Subcommittee meeting for further discussion of some of the issues.
