STATUS OF STAFF ACTIONS REGARDING ACTIVITIES RELATED TO THE RESTART OF SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 -

REPORT NO. 2 In your memorandum of March 25, 1993, you requested that the staff keep you and the other Comissioners advised of progress in resolving issues pertinent

- to the restart of the Sequoyah Nuclear Plant as well'as other emergent issues at the Tennessee Valley Authority provided an initial report on the s(TVA). By memorandum dated April 9, 1993, I

, tatus of TVA and indicated that I would advise you and the Commissioners on the progress in resolving the issues that were identified as a result of our reviews.

During the NRC staff meeting with TVA on April 12, 1993, TVA briefly sumarized the recent problems at the plant and the status of restart

, activities. The presentation was rather focused, primarily addressing the erosion / corrosion program.

As a result of feedback from the staff expanded the scope of problems affecting Sequoyah.

TVA recently announced that Mr. Ron Eytchison had been appointed to the position of Vice President, Nuclear Operations, replacing Mr. Joseph Bynum.

Mr. fytchison is a former Navy Vice Admiral 4 th more than 33 years of Navy experience.

Before assuming his present position, he completed six months of development sites. Mr. Bynum training at TVA corporate headquarters and all four TVA nuclear was appointed to the position of Vice President of Maintenance and Testing Services at TVA. The position of Senior Vice Piesident, yet Nuclear Power, which has been vacant for more than a year, has not been filled.

In accordance with the guidance provided by NRC Hanual Chapter 0350, the staff has established a Restart Panel, which has developed a Restart Action Plan.

The current plant and checklist is enclosed and will be updated following the meeting with TVA on May 24.

The staff reviewed information in the Sequoyah docket file to identify the 1 backlog of maintenance, engineering, and plant modifications that existed when each Sequoyah unit restarted in 1988.

2-i commitments to the NRC to resolve open items 'in' the backlog and to determine

- if TVA has met the commitments. The initial review of TVA documentation has 1 been completed. The review found that all commitments related to the restart activities that were open in 1988 have been closed, with the exception of two

' programs (Detailed Control Room Design Review and various civil engineering 3

issues) that are being actively pursued and tracked by TVA and the staff.

Independent staff verification of this program has not yet been completed.

-TVA is developing and' implementing a program to review and prioritize open

' 1ssues and to measure management effectiveness. Various internal and external '

resources (e.g., EPRI, INP0, Northeast Utilities, various Brunswick Nuclear i i

' Plant personnel, TVA QA Department) are assisting in the development of the program.

TVA has not developed a schedule showing a proposed restart date. Howaver, at

__ the meeting on May 24, 1993, TVA is expected to indicate how the various programs will be enhanced, discuss the implementation schedule, and propose a restart date. The staff will keep the Commission informed of progress as TVA develops programs further.

1. Purpose To provide a plan,and assign responsibility for NRC activities related to rest, art of Sequoyah Nuclear Power Plant.

.. 3.1 The Seouovah Restart Panel will coordinate staff _ activities, monitor licensee activities, and keep the Regional Administrator informed regarding restart of Sequoyah. The Panel Chairman will provide weekly briefings to the Regional Administrator.

' The Reaional Administrator has the responsibility and authority to approve restart.

The Regional Administrator will coordinate with the Deputy Executive Director for Nuclear Reactor Regulation; _

Regional Operations and Research, and with the Director of Nuclear Reactor Regulation (NRR) in granting restart approval. The Regional Administrator will keep the Director of NRR informed of staff and licensee restart actions.

3.3 The Associate Director Proiects. NRR will assure that the Commission is kept informed of staff-and licensee restart actions through Comnission papers, EDO highlights, or_ communications with the EDO.

Based on these interactions between the staff and-the Commission, the need for Commission briefings will be determined by the circumstances and the Commission's wishes.

The checklist will be mainta',ned current and revised as appropriate by -
