SUMMARY

OF MEETING TO DISCUSS PALO VERDE UNIT 1 CORE RELOAD ANALYSIS A meeting was held on September 24, 1986 in Bethesda, Maryland with representatives of the licensee, CE, and the NRC staff. The purpose of the meeting was to discuss the scope and schedule for the Palo Verde Unit 1 first reload licensing activities. Attendees for the meeting are listed in Enclosure 1 and the meeting is summerized below.

Meetino Summary The licensee made a presentation on the information provided as Enclosure 2.

The points made during the presentation included the following:

1. The first refueling of Palo Verde Unit 1 is currently scheduled for fall of 1987. CE will provide the first reload core. Refueling contracts for subsequent refuelings are currently being renegotiated.
2. Special features of the reload submittal will include the following:
a. CPC improvement program including reload data block
b. Modification to Statistical Combination of Uncertainties (SCU)
c. Large break LOCA evaluation me'.hodology
d. Westinghouse fuel assembly defronstration program where up to 4 Westinghouse fuel assemblies may be included in the Cycle 2 reload to demonstrate fuel compatibility
e. Technical Specifications changes required to support the fuel reload design
f. Additional Technical Specifications changes for implementation during reload
3. The schedule and scope of submittals to the NRC was discussed, including the reload analysis report, the modification to the SCU methodology, and Technical Specifications changes.

The staff suggested that early submission of certain reports such as methodology and topical reports prior to submittal of the reload analysis report would help expedite the review process. The reload analysis is needed 120 days prior to restart. This assumes that all referenced topical reports and any significant revisions in previously accepted methodology have been reviewed and approved by NRC prior to receipt of reload analysis. The staff also requested a more specific list of required Technical Specifications changes at the next meeting.

Technical Specifications changes not in support of reload should be prioritized in order of need to assure effective resource utilization.
