SUMMARY

OF MEETING TO DISCUSS PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS A meeting was held on May 8,1987 in Bethesda, Maryland with representatives of the licensee to discuss several proposed changes to the Technical Specifications for Palo Verde. Units 1, 2 and 3.

The attendees for the meeting are listed in Enclosure 1 and the meeting is sumarized as follows.

SUMMARY

The licensee provided a discussion of two recent amendment requests for Technical Specification changes to Palo Verde. Units 1, 2 and 3.

requested change to Specification 3.0.3, submitted by letter dated May 6 I

1987, and to the variable overpower trip setpoints in Table 2.2-1, submitted by letter dated May 4, 1987. The discussion was helpful in providing the I

staf f with an understanding of what was being requested and why it was needed.

l The licensee also discussed its pending request for additional relief to Specification 3/4.11.1 for Unit 1 (which was received on May 11,1987) regarding discharges to the onsite evaporation pond. During the week of April 27, 1987, the licensee had informed the staff that the relief previously granted until May 23, 1987 would not allow sufficient time to reduce the concentrations of Antimony-124 in the secondary system so that liquid waste discharges to the pond could be within the limits of Specification 3/4.11.1.

The licensee stated that in addition to evaluating permanent changes to Specification 3/4.11.1, it is evaluating alternatives for potential plant l

modifications for such situations in the future.

l The staff also discussed another Technical Specification change request i

submitted by the licensee for all three Palo Verde units, dealing with revised shutdown margin requirenents. The staff identified the need for the following additional information to complete our review, which the licensee agreed to j
