SUMMARY

OF MEETING ON PROPOSED ORGAN]ZATION FOR THE FACILI1i 1

l A meeting was held on September 9, 1987.in Bethesda, Maryland with representa-tives of the licensee. The purpose of the meeting was to discuss the licensee's proposed changes to the organizational structure for_the facility (submitted by letter dated August 10,1987) and to address the selected issues listed on the meeting agenda (Enclosure 1).

The meeting attendees are listed in Enclosure 2 and the meeting is summarized j as follows.

SUMMARY

The licensee provided a detailed overview of the proposed organizational structure and discussed in depth the selected topics listed in the agenda.

The licensee's presentation followed the viewgraphs, a copy of which is provided as Enclosure 3.

i f After the presentation was complete, the staff made the following comments regarding the new organization.

(1) Unit Plant Managers - Two of the three plant managers do.not have the-( equivalent training normally required to be eligible for an SRO license l examination. Although the licensee stated that.the designated principal alternatives for these plant managers have this equivalent training, in conformance with the requirements of ANSI /ANS'3.1 - 1978 for plant managers, the staff nevertheless recommended that these plant managers receive supplemental training relating to Palo' Verde plant performance.

(2) QA Organization - The Director of QA/QC will require training to compen-- l sate for the fact that he has not served in a QA organization before. .I Since the position of Assistant QA Director will be eliminated in the new organization, the staff requested the licensee to assess the impact .

q AT THE TIME OF INITAL CORE LOADING OR APPOINTMENT TO THE POSITION, WHICHEVER IS LATER, THE PLANT MANAGER SHALL HAVE  !

TEN YEARS OF POWER PLANT EXPER I ENCE, . OF WHICH THREE YEARS SHALL BE NUCLEAR POWER PLANT EXPERIENCE. A MAXIMUM. OF FOUR YEARS OF THE REMAINING SEVEN YEARS OF EXPERIENCE MAY BE FULFILLED BY ACADEMIC TRAINING ON A ONE-FOR-ONE TIME BASIS. TO BE ACCEPTABLE, THIS ACADEMIC TRA!NING SHALL BE IN AN ENGINEERING OR SCIENTifl0 FIELD ASSOCIATED WITH POWER PLANTS. THE PLANT MANAGER SHALL HAVE ACQUIRED THE EXPERIENCE AND EQUIVALENT TRAINING NORMALLY REQUIRED TO BE ELEGlBLE FOR A SENIOR REACTOR OPERATOR'S LICENSE WHETHER OR NOT THE EXAMINATION IS TAKEN.

IN AN ORGAINATION WHICH INCLUDES ONE ' OR MORE PERSONS WHO ARE' DESIGNATED AS PRINCIPAL ALTERNATES FOR THE PLANT MANAGER AND WHO MEET THE NUCLEAR POWER PLANT EXPERIENCE AND TRAINING REQUIREMENTS ESTABLISHED FOR THE PLANT MANAGER, THE REQUIRE-MENTS OF THE PLANT MANAGER MAY BE REDUCED SUCH THAT. ONLY -

ONE OF HIS TEN YEARS OF EXPERIENCE NEED TO BE NUCLEAR POWER PLANT EXPERIENCE AND HE NEED NOT BE ELIGlBLE FOR NRC EXAMI-NATION.

AT LEAST ONE OF THE PERSONS FILLING POSITIONS DELINEATED i IN 4.2.1 SHOULD HAVE A RECOGNIZED BACCALAUREATE OR HIGHER I DEGREE IN AN ENGINEERING OR SCIENTIFIC FIELD GENERALLY ASSOCIATED WITH POWER PLANTS.

CONCLUSION: THE OPERATIONS MANAGERS WILL SERVE AS THE PLANT.

MANAGERS PRINCIPLE ALTERNATE. THESE OPERATIONS MANAGERS MEET THE EXPERIENCE AND TRAINING REQUIREMENTS OF THE PLANT MANAGER AND HAVE OBTAINED SRO LICENSES.
